抗戰(zhàn)前國防危機(jī)加深與國民政府整頓軍備——以馬政建設(shè)為中心進(jìn)行考察

【摘要】：九一八事變爆發(fā)后,出于整軍備戰(zhàn)的需要,南京國民政府通過籌設(shè)中央馬政機(jī)構(gòu)、制訂計劃、整頓軍牧場、籌建種馬牧場和培養(yǎng)人才等措施推進(jìn)馬政建設(shè),這是中國借鑒國外模式長遠(yuǎn)規(guī)劃馬政的開始。至抗戰(zhàn)全面爆發(fā)前,國民政府馬政設(shè)施已略具雛形,建設(shè)工作取得了階段性成就。但外敵入侵和國內(nèi)政治環(huán)境,致使國民政府馬政推進(jìn)受到嚴(yán)重干擾,戰(zhàn)時軍馬補(bǔ)充困難。
[Abstract]:Since the outbreak of the September 18 incident, for the sake of the need to prepare for war by integrating the army, the Nanjing National Government has advanced the construction of horse politics through the establishment of a central horse administration agency, the formulation of plans, the rectification of military ranches, the preparation of horse stallion farms, and the training of personnel. This is the beginning of a long-term plan for China to draw on foreign models. Before the outbreak of the War of Resistance against Japan, the national government had a rudimentary construction of horse government facilities. However, the invasion of foreign enemies and the domestic political environment caused serious interference to the advance of the national government's horse and government, which made it difficult for the army and horse to supplement in wartime.
