國共兩黨抗戰(zhàn)綱領(lǐng)比較研究

【摘要】： “盧溝橋事變”爆發(fā)中國抗日形勢出現(xiàn)新的變化,制定抗戰(zhàn)綱領(lǐng)成為引領(lǐng)全國軍民贏得抗日戰(zhàn)爭勝利的先決條件。中國共產(chǎn)黨首先提出《抗日救國十大綱領(lǐng)》,隨后國民黨也頒布了《抗戰(zhàn)建國綱領(lǐng)》。為了能夠?qū)矁牲h的抗戰(zhàn)綱領(lǐng)進(jìn)行全面、深刻的認(rèn)識,本文主要通過以下三個(gè)方面對其展開論述。 第一部分介紹國共兩黨抗戰(zhàn)綱領(lǐng)形成的背景,其中中國共產(chǎn)黨的《抗日救國十大綱領(lǐng)》是在全面抗戰(zhàn)爆發(fā)的大前提下,經(jīng)過洛川會(huì)議的討論出臺的。國民黨的《抗戰(zhàn)建國綱領(lǐng)》是在抗戰(zhàn)爆發(fā)八個(gè)月之久,在國共兩黨第二次合作的基礎(chǔ)上,經(jīng)過中國共產(chǎn)黨和其他黨派的推動(dòng)、促進(jìn),在國民黨召開的臨時(shí)全國代表大會(huì)上制定的。 第二部分主要是對國共兩黨的抗戰(zhàn)綱領(lǐng)進(jìn)行比較。通過對國共兩黨抗戰(zhàn)綱領(lǐng)中的政治、經(jīng)濟(jì)、軍事、文化、外交等政策的比較分析,發(fā)現(xiàn)國共兩黨的抗戰(zhàn)綱領(lǐng)具有一些相似性,比如中國共產(chǎn)黨響應(yīng)國民參政會(huì)的召開,軍事上國共兩黨進(jìn)行配合等,正是這些相同點(diǎn)對抗日戰(zhàn)爭產(chǎn)生了積極作用,但是國共兩黨的抗戰(zhàn)綱領(lǐng)也存在著差異,包括片面抗戰(zhàn)路線與全面抗戰(zhàn)路線的對立和建國的分歧。 第三部分通過探討國共兩黨抗戰(zhàn)綱領(lǐng)產(chǎn)生異同的主要原因得出結(jié)論:中國共產(chǎn)黨的《抗日救國十大綱領(lǐng)》反映了中國軍民的心聲,順應(yīng)了歷史潮流,是中國共產(chǎn)黨在抗日戰(zhàn)爭時(shí)期維護(hù)國共兩黨第二次合作,鞏固抗日民族統(tǒng)一戰(zhàn)線,打敗日本帝國主義侵略的有力武器。國民黨頒布的《抗戰(zhàn)建國綱領(lǐng)》是國民黨抗戰(zhàn)時(shí)期的一次重大進(jìn)步,增強(qiáng)了抗戰(zhàn)力量,扭轉(zhuǎn)了抗戰(zhàn)局勢,但國民黨代表的是大地主大資產(chǎn)階級的利益,所以其制定的《抗戰(zhàn)建國綱領(lǐng)》也充分暴露了被動(dòng)性和局限性。
[Abstract]:The Lugou Bridge incident caused new changes in China's anti-Japanese situation, and the formulation of the anti-Japanese war program became a prerequisite for leading the army and the people to win the War of Resistance against Japan. The Communist Party of China first put forward the Ten programs of Resistance against Japan and Salvation of the Nation, and then the Kuomintang promulgated the Program for Building the people's Republic of China in the War of Resistance against Japan. In order to have a comprehensive and profound understanding of the anti-Japanese war program of the Kuomintang and the Communist Party, this paper mainly discusses it through the following three aspects. The first part introduces the background of the formation of the anti-Japanese war program of the Kuomintang and the Communist Party of China. The "Ten programs of Anti-Japanese Resistance and Salvation of the Nation" of the Communist Party of China was issued after the discussion of the Luochuan Conference on the premise of the outbreak of the full-scale War of Resistance against Japan. The Kuomintang's "Program for the Establishment of the War of Resistance against Japan" was promoted by the Communist Party of China and other parties on the basis of the second cooperation between the Kuomintang and the Communist Party of China and the outbreak of the War of Resistance against Japan for eight months. It was formulated at the interim National Congress held by the Kuomintang. The second part mainly compares the anti-Japanese war program of the Kuomintang and the Communist Party. Through a comparative analysis of the political, economic, military, cultural and foreign policies in the anti-Japanese war platform of the Kuomintang and the Communist Party, it is found that the anti-Japanese war program of the KMT and the CPC has some similarities, such as the CPC's response to the convening of the National Council for political participation. Military cooperation between the Kuomintang and the Communist Party has played a positive role in the War of Resistance against Japan, but there are also differences in the anti-Japanese war program between the Kuomintang and the Communist Party, including the opposition between the one-sided anti-Japanese war line and the all-out anti-Japanese war line and the differences in the establishment of the country. The third part draws a conclusion by discussing the main reasons for the similarities and differences between the anti-Japanese war programs of the Kuomintang and the Communist Party: the Ten programs of the Communist Party of China to resist Japan and Save the Nation reflect the aspirations of the Chinese military and the people, and conform to the historical trend. It is a powerful weapon for the Communist Party of China to maintain the second cooperation between the Kuomintang and the Communist Party during the Anti-Japanese War, to consolidate the anti-Japanese national United front and to defeat the Japanese imperialist aggression. The National Program for the Establishment of the War of Resistance promulgated by the Kuomintang is a major step forward during the period of the War of Resistance against Japan. It has strengthened the strength of the War of Resistance against Japan and reversed the situation of the War of Resistance against Japan, but what the Kuomintang represents is the interests of the big landlords and the big bourgeoisie. Therefore, its formulation of the Anti-Japanese War Founding Program also fully exposed its passivity and limitations.

The National Program for the Establishment of the War of Resistance promulgated by the Kuomintang is a major step forward during the period of the War of Resistance against Japan.
