【摘要】：中國農(nóng)村存在的問題主要是“三農(nóng)”問題，合適的土地政策是處理好農(nóng)民、農(nóng)業(yè)和農(nóng)村問題的關(guān)鍵，而調(diào)查研究是正確制定土地政策的前提。民主革命時期土地政策的歷史演變與中共主要領(lǐng)導(dǎo)人的調(diào)查研究存在著密切的聯(lián)系，中共主要領(lǐng)導(dǎo)人根據(jù)中國革命時期的不同狀況制定與之相適應(yīng)的土地政策，，解決了農(nóng)民問題這一中國革命最根本的問題，最終取得革命的勝利。隨著中國經(jīng)濟(jì)的發(fā)展，“三農(nóng)”問題成為社會日益關(guān)注的問題，然而社會主義建設(shè)時期和革命時期的“三農(nóng)”問題又有很大的不同，但調(diào)查研究仍然是正確制定土地政策的前提，所以，新農(nóng)村建設(shè)也需要調(diào)查研究。黨的領(lǐng)導(dǎo)人需要通過調(diào)查研究，了解農(nóng)民最迫切需要解決的問題，根據(jù)農(nóng)民最迫切的需要做出正確的決策，以解決新農(nóng)村建設(shè)中存在的問題。 本文分為六個部分，第一部分的主要內(nèi)容是說明研究的目的和意義、概念界定、研究現(xiàn)狀及創(chuàng)新點(diǎn)；第二部分的主要內(nèi)容是大革命時期毛澤東對中國社會各階級關(guān)系的調(diào)查研究；第三部分的主要內(nèi)容是調(diào)查研究與土地革命時期土地政策的演變；第四部分的主要內(nèi)容是調(diào)查研究與抗日戰(zhàn)爭時期的土地政策；第五部分主要內(nèi)容是調(diào)查研究與解放戰(zhàn)爭時期土地政策的演變；第六部分主要內(nèi)容是調(diào)查研究的理論和實(shí)踐的意義。
[Abstract]:The problems existing in rural areas of China are mainly the "three rural issues". Proper land policy is the key to deal with the problems of farmers, agriculture and rural areas, and investigation and research is the premise of correctly formulating land policies. The historical evolution of land policy in the period of democratic revolution is closely related to the investigation and study of the main leaders of the Communist Party of China, and the main leaders of the Communist Party of China have formulated corresponding land policies according to the different conditions in the period of the Chinese revolution. It solved the peasant problem, the most fundamental problem of the Chinese revolution, and finally achieved the victory of the revolution. With the development of China's economy, the issue of "agriculture, countryside and farmers" has become increasingly concerned by the society. However, the problems of "agriculture, countryside and farmers" in the period of socialist construction and the period of revolution are quite different. But the investigation and research is still the premise to make the land policy correctly, therefore, the new countryside construction also needs the investigation and research. The leaders of the Party need to investigate and study the most urgent problems that the peasants need to solve and make correct decisions according to the most urgent needs of the peasants in order to solve the problems existing in the construction of the new countryside. This paper is divided into six parts, the first part of the main content is to explain the purpose and significance of the study, concept definition, research status and innovation; The second part is mainly about Mao Zedong's investigation and research on the relations between different classes in Chinese society during the Great Revolution, the third part is mainly about the investigation and the evolution of land policy during the agrarian revolution. The fourth part mainly focuses on the investigation and study of land policy during the War of Resistance against Japan and the evolution of land policy during the War of Liberation. The sixth part is the theoretical and practical significance of investigation and research.
