聚興誠銀行的經(jīng)營理念與特色（1937—1945）

【摘要】：重慶市扼守長江與嘉陵江的匯合處,交通便利,是長江沿岸的重要商埠之一,是整個(gè)四川商務(wù)交流的中樞,抗戰(zhàn)后,重慶市更是成為了后方各省的要沖和金融中心。重慶銀行在后方銀行中占據(jù)著非常重要的位置,要研究抗戰(zhàn)時(shí)期后方的銀行,首先就要研究重慶的銀行。有關(guān)抗戰(zhàn)時(shí)期以重慶為中心的大后方金融研究,目前學(xué)術(shù)界尚薄弱。本文選擇以重慶商業(yè)銀行之一的聚興誠銀行為探討對象,通過對重慶市檔案館館藏聚興誠銀行檔案和重慶銀行公會檔案及期刊、報(bào)紙等原始資料的搜集和整理,對聚興誠銀行的經(jīng)營理念和特色進(jìn)行拙論,以期能夠?qū)υ擃I(lǐng)域有所貢獻(xiàn)。 聚興誠銀行是川幫銀行之首,實(shí)力雄厚,影響深遠(yuǎn),是商業(yè)銀行的突出代表。聚興誠銀行本身的發(fā)展與抗日戰(zhàn)爭時(shí)期大后方金融的發(fā)展息息相關(guān),為大后方經(jīng)濟(jì)的發(fā)展做出了貢獻(xiàn),同時(shí)也在金融界產(chǎn)生了巨大影響,成為了戰(zhàn)時(shí)最具影響力的商業(yè)銀行之一。理念上,聚興誠銀行以“不結(jié)交官僚,不卷入政治”為經(jīng)商信條,以“恒信貞勤”為職志,以“便利人群,服務(wù)社會”為口號、誠信經(jīng)商；楊粲三制定的人員管理制度和其任人唯賢的用人思想對聚興誠銀行的發(fā)展起到了重要作用,也為金融業(yè)培養(yǎng)了大量的人才。實(shí)踐上,聚興誠銀行不斷地尋找適合自身實(shí)際發(fā)展的途徑與方法,將其理論付諸于實(shí)踐,進(jìn)行了組織形式變革和業(yè)務(wù)變革,突出了聚興誠銀行的特色,在諸多后方銀行中獨(dú)樹一幟。 抗戰(zhàn)爆發(fā)后,原本欣欣向榮的景象被打破,戰(zhàn)時(shí)經(jīng)濟(jì)十分動蕩。聚興誠銀行在發(fā)展過程中經(jīng)受了頗多的困難,迫使其不得不進(jìn)行變革,以適應(yīng)社會形勢的變化。這一時(shí)期的變革主要有：(1)組織形式由股份兩合公司改組為股份有限公司,引起了組織機(jī)構(gòu)和資本的變革；(2)業(yè)務(wù)在重心、區(qū)域和范圍上的變革。變革的原因主要在于：政治上,受到國民政府金融管制政策的限制和約束；經(jīng)濟(jì)上,受到大后方物價(jià)飛漲的影響,以及大批工業(yè)內(nèi)遷所帶來的大后方經(jīng)濟(jì)飛速發(fā)展之推動；此外,楊氏家族內(nèi)部錯(cuò)綜復(fù)雜、持續(xù)時(shí)間較長的家族矛盾也影響了聚興誠銀行業(yè)務(wù)的變革的方向和規(guī)模。在如此復(fù)雜的環(huán)境中,聚興誠銀行仍在其經(jīng)營理念的指導(dǎo)下不斷前進(jìn),成為西南地區(qū)最有影響力的商業(yè)銀行之一,構(gòu)成了西南金融網(wǎng)建設(shè)中重要的一部分,促進(jìn)了西南經(jīng)濟(jì)的發(fā)展。因此,研究聚興誠銀行的經(jīng)營理念和特色對于研究大后方金融,具有非常重要的地位。 通過對聚興誠銀行經(jīng)營理念和戰(zhàn)前、戰(zhàn)時(shí)業(yè)務(wù)特色的研究,可以得出如下啟示：(1)銀行的發(fā)展需要一套明確的、始終如一的、符合實(shí)際的經(jīng)營理念,貫徹管理思想和經(jīng)營觀念,規(guī)范行為,以達(dá)到經(jīng)營目標(biāo)。(2)經(jīng)濟(jì)與金融唇齒相依,一旦金融出現(xiàn)困難,金融與經(jīng)濟(jì)相互協(xié)調(diào)必需國家適時(shí)適當(dāng)?shù)暮暧^調(diào)控和引導(dǎo),特別是中央銀行體系和監(jiān)管制度的健全,正確處理金融、經(jīng)濟(jì)、國家宏觀調(diào)控的關(guān)系。(3)在銀行發(fā)展的過程中不容忽視同業(yè)公會對政府監(jiān)管的補(bǔ)充作用。
