【摘要】： 抗日戰(zhàn)爭爆發(fā)后,為了更好地動(dòng)員、集中力量抗擊日軍侵略,國民政府于1938年成立了包括國民黨、共產(chǎn)黨以及其他抗日黨派和無黨派代表組成的全國最高咨詢機(jī)關(guān)——國民參政會(huì),同時(shí)要求各省、市建立臨時(shí)參議會(huì)。浙江省臨時(shí)參議會(huì)成立于1939年3月,解散于1946年9月。本文利用浙江省臨時(shí)參議會(huì)會(huì)刊等檔案史料,對浙江省臨時(shí)參議會(huì)的歷史沿革和組織形態(tài),以及作為戰(zhàn)時(shí)民意機(jī)構(gòu)的特性和效用等進(jìn)行初步的探討。文章敘述了浙江省臨時(shí)參議會(huì)成立的背景、歷次大會(huì)的基本情況,分析了臨時(shí)參議會(huì)的組織結(jié)構(gòu)、歷屆臨時(shí)參議會(huì)議員的構(gòu)成,剖析了特殊歷史環(huán)境下臨時(shí)參議會(huì)與政府、社會(huì)、民眾之間的關(guān)系,探討了臨時(shí)參議會(huì)的運(yùn)作情況,并從媒體的視角審視臨時(shí)參議會(huì)的演變,闡釋臨時(shí)參議會(huì)作為戰(zhàn)時(shí)民意機(jī)構(gòu)的特性,客觀評估其在法定職權(quán)意義上所發(fā)揮的有限效用。
[Abstract]:After the outbreak of the War of Resistance against Japan, in order to better mobilize and concentrate its efforts against Japanese aggression, the National Government, including the Kuomintang, was established in 1938. The National Council for political participation, the highest advisory body of the Communist Party and other anti-Japanese parties and non-party representatives, has also requested provinces and municipalities to set up provisional councils. Zhejiang Provisional Senate was founded in March 1939, dissolved in September 1946. In this paper, the history and organization of the provisional council of Zhejiang province, as well as the characteristics and utility of the public opinion organization in wartime, are preliminarily discussed by using the historical data of the provisional council of Zhejiang province, such as the journal of the provisional council of Zhejiang province. This paper describes the background of the establishment of the Provisional Senate of Zhejiang Province, the basic situation of the previous congresses, analyzes the organizational structure of the Provisional Senate, the composition of the members of the former Provisional Senate, and analyzes the temporary Senate and the government under the special historical environment. The relationship between the society and the people, discusses the operation of the provisional council, examines the evolution of the provisional council from the perspective of the media, and explains the characteristics of the provisional council as a wartime public opinion organization. Objective evaluation of its limited utility in the sense of statutory functions and powers.
