【摘要】：參贊是駐外使館中僅次于公使的職位,負有溝通上下、輔助公使的重要職責。在晚清,包括參贊在內(nèi)的駐外使團人員由公使自行聘任。由于出洋差使保獎優(yōu)厚,且并無身份及外語能力的要求,因此成為公使及高級官員安插親友、部屬的機會,參贊成為謀求官場機會的奔競之途,少有參贊久于其任,這些影響到參贊的來源、質(zhì)量和外交效果,導致駐外使館只能長期依賴洋員辦事。庚子事變之后進行的外交改革,確定外交人員內(nèi)外互換的原則,參贊來源開始出現(xiàn)大的變動,外交官培養(yǎng)逐漸走向職業(yè)化。
[Abstract]:Counsellor is second only to the position of Minister in foreign embassies, and has the important duty of communicating and assisting the Minister. In the late Qing Dynasty, foreign missions, including counsellors, were appointed by ministers themselves. Because of the high quality of the award and the lack of status and ability to speak foreign languages, he became a minister and a senior official with family and friends and subordinates, and a counsellor became a race to seek official opportunities, and very few counselors served longer than they did. These influence the resource, quality and diplomatic effect of the counsellor, resulting in the foreign embassy relying on foreign staff for a long time. After the Gengzi incident, the diplomatic reform established the principle of diplomatic staff exchange inside and outside, the source of counsellors began to change greatly, and the training of diplomats gradually moved to professionalization.
