抗戰(zhàn)前后四邑僑鄉(xiāng)僑匯運營體系的轉變——對一起僑匯糾紛的分析

【摘要】：論文通過對一起僑匯糾紛的分析,揭示了從大蕭條到戰(zhàn)后初期四邑僑鄉(xiāng)僑匯運營體系的重大轉變和戰(zhàn)后初期僑匯運營實態(tài)。大蕭條使中國從貨幣銀本位進入紙幣時代,此后,僑匯匯兌經(jīng)常與通貨膨脹聯(lián)系在一起。戰(zhàn)時的特殊環(huán)境,使民間僑匯運營體系進一步衰落和中斷,官方銀行主導和壟斷了僑匯運營。官方銀行為主的僑匯運營體系不僅強化了官方銀行對民間金融的控制,也加強了鄉(xiāng)村自治機構的控制能力。戰(zhàn)后官方銀行運營能力的不足及其繁瑣的領款手續(xù),使僑匯兌換令人望而生畏,這和通脹壓力一起催生了廣闊的僑匯兌換的"中間人"市場,而國家控制能力的強化使"中間人"隨時可能成為僑匯的"冒領者"。
[Abstract]:Through an analysis of a dispute over remittances, this paper reveals the major changes in the operation system of remittances from the Great Depression to the early post-war period, and the reality of the operation of remittances in the early postwar period. Since the Great Depression, when China moved from the silver standard to paper money, remittances have often been linked to inflation. Because of the special environment during the war, the operation system of folk remittances declined and interrupted further, and the state bank dominated and monopolized the operation of overseas Chinese remittances. The operation system of official banks not only strengthens the control of private finance, but also strengthens the control ability of rural autonomous institutions. The lack of operational capacity of state banks after the war and their cumbersome collection procedures made the exchange of remittances daunting, which, together with inflationary pressures, created a vast market for "middlemen" in exchange for remittances. And the strengthening of state control makes middleman likely to be the "steward" of remittances at any time.
