【摘要】：華北財(cái)經(jīng)辦事處是中共中央工作委員會(中央工委)的下設(shè)機(jī)構(gòu),開創(chuàng)了建立各解放區(qū)統(tǒng)一的人民財(cái)經(jīng)機(jī)構(gòu)之先。華北財(cái)經(jīng)辦事處以“發(fā)展經(jīng)濟(jì),保障供給”為原則,實(shí)施了一系列促進(jìn)各解放區(qū)財(cái)經(jīng)工作統(tǒng)一與發(fā)展的舉措,協(xié)調(diào)各解放區(qū)的財(cái)經(jīng)工作,整理基層財(cái)政,減輕群眾負(fù)擔(dān),嚴(yán)肅財(cái)經(jīng)紀(jì)律,防治貪污腐敗,統(tǒng)一了華北各解放區(qū)的貨幣兌換比率,成立中國人民銀行籌備處,積極推動農(nóng)業(yè)、工商業(yè)貸款的發(fā)放以及農(nóng)村、城市合作社的建立。華北財(cái)經(jīng)辦事處組織召開的華北兵工會議,將華北各解放區(qū)的兵工生產(chǎn)統(tǒng)一起來,推進(jìn)了兵工廠的企業(yè)化發(fā)展;華北交通會議,使華北解放區(qū)的公路、鐵路、河運(yùn)、郵政建設(shè)有了統(tǒng)一的計(jì)劃,促進(jìn)了華北交通運(yùn)輸業(yè)的統(tǒng)一和發(fā)展。華北財(cái)經(jīng)辦事處為建立解放區(qū)統(tǒng)一的財(cái)政經(jīng)濟(jì)機(jī)構(gòu)奠定了基礎(chǔ),為開展對敵經(jīng)濟(jì)斗爭積累了經(jīng)驗(yàn)。為人民解放軍戰(zhàn)略決戰(zhàn)提供了積極有效的軍需用品的供給,華北財(cái)經(jīng)辦事處以及后來中共中央財(cái)政經(jīng)濟(jì)部的開創(chuàng)性工作,奠定了各解放區(qū)乃至全國財(cái)政經(jīng)濟(jì)統(tǒng)一的重要基礎(chǔ),勾勒出新中國人民財(cái)政的藍(lán)圖。
[Abstract]:North China Finance and Economics Office is the central working committee of the Central Committee of the establishment of a unified people's financial institutions in the liberated areas. Based on the principle of "developing the economy and ensuring supply," the North China Financial and Economic Office has implemented a series of measures to promote the unification and development of the financial and economic work in the liberated areas, coordinate the financial and economic work in the liberated areas, organize the grassroots finance, and lighten the burden on the masses. To tighten financial and economic discipline, to prevent corruption, to unify the currency exchange rate in the liberated areas of North China, to set up a preparatory office of the people's Bank of China, and to actively promote the granting of agricultural, industrial and commercial loans, as well as the establishment of rural and urban cooperatives. The conference organized by the North China Financial and Economic Office unified the production of soldiers and workers in the liberated areas of North China, and promoted the development of the arms factories as an enterprise. The transportation conference of North China made the construction of highway, railway, river transportation and postal service in the liberated areas of North China have a unified plan, and promoted the unification and development of transportation and transportation in North China. The North China Financial and Economic Office laid the foundation for the establishment of a unified financial and economic organization in the liberated areas and accumulated experience in carrying out the economic struggle against the enemy. It provided a positive and effective supply of military supplies for the strategic decisive battle of the people's Liberation Army, and the pioneering work of the North China Financial and Economic Office and the Financial and Economic Department of the CPC Central Committee later laid an important foundation for the unity of finance and economy in all liberated areas and even the whole country. Outline a blueprint for the finance of the people of New China.
