【摘要】：本文主要利用民國時(shí)期的檔案資料、論文著作及各種統(tǒng)計(jì)材料等,對(duì)近代陜西的鹽務(wù)管理做了粗淺的探討。 本文認(rèn)為近代陜西鹽務(wù)機(jī)構(gòu)是從無到有,管理是從簡(jiǎn)單粗糙到日臻嚴(yán)密。特別是隨著抗日戰(zhàn)爭(zhēng)的爆發(fā),為適應(yīng)戰(zhàn)時(shí)的特殊環(huán)境,陜西鹽務(wù)管理部門適時(shí)改變鹽務(wù)管理制度,促進(jìn)了陜西鹽務(wù)的大發(fā)展。在管理機(jī)構(gòu)方面：擴(kuò)大機(jī)構(gòu),招募人員,培訓(xùn)骨干,加強(qiáng)管理。在生產(chǎn)方面：由戰(zhàn)前對(duì)陜西土鹽生產(chǎn)的限制,改為鼓勵(lì)扶持。在運(yùn)輸方面：積極開展官運(yùn),搶運(yùn)淮鹽、潞鹽,同時(shí)轉(zhuǎn)運(yùn)甘川鹽以濟(jì)陜?cè)ザ趺袷耻娦琛Ｔ阡N售方面：先后經(jīng)歷了自由銷售、配額制、計(jì)口授鹽制和自由銷售四個(gè)不同的階段。在鹽稅征收方面：經(jīng)歷了按量計(jì)征、按價(jià)計(jì)征、專賣寓稅和就場(chǎng)征稅四個(gè)階段。這些措施的實(shí)施,對(duì)確保全省軍民的食鹽供需、穩(wěn)定社會(huì)秩序、增加財(cái)政收入、支援抗戰(zhàn)建設(shè)發(fā)揮了重要的作用。同時(shí),陜西鹽業(yè)經(jīng)濟(jì)發(fā)展也借此機(jī)會(huì)進(jìn)入了一個(gè)新的歷史時(shí)期。
[Abstract]:This paper mainly discusses the salt management in modern Shaanxi by using the archives, papers and various statistical materials of the period of the Republic of China. This paper argues that modern Shaanxi salt institutions are from scratch, management is from simple rough to increasingly strict. Especially with the outbreak of the War of Resistance against Japan, in order to adapt to the special environment in wartime, the salt management department of Shaanxi changed the salt management system in time, and promoted the great development of the salt affairs in Shaanxi. In the management organization aspect: expands the organization, recruits the personnel, trains the backbone, strengthens the management. In terms of production: from the pre-war restrictions on salt production in Shaanxi, to encourage support. In transportation: carry out official transportation actively, seize Huai salt, Lu salt, and transfer Ganchuan salt in order to feed the army supplies of Shanxi, Henan and Hubei. In the aspect of sales: it has experienced four different stages: free sale, quota system, dictation salt system and free sale. In the aspect of salt tax collection, it has gone through four stages: quantity collection, valorem collection, monopoly tax collection and field taxation. The implementation of these measures has played an important role in ensuring the supply and demand of salt, stabilizing social order, increasing financial revenue and supporting the construction of the War of Resistance against Japan. At the same time, Shaanxi salt industry economic development also took this opportunity to enter a new historical period.
