【摘要】：同治初年巡撫江蘇對李鴻章國防思想產(chǎn)生重大影響。他認為內(nèi)患不足慮,"長久之患在西人";中外藩籬已失,洋人船艦兵臨中國沿海;鄰國日本已經(jīng)開始自強,"附麗于我"還是"謀我"取決于中國能否自強。不同于左宗棠力主發(fā)展輪船制造,李鴻章提出以制造水陸皆可用的槍炮為中心,輔以小輪船制造的道路。巡撫江蘇也促使李鴻章形成"備夷防變"思想體系,此體系蘊含了他對國防安全的規(guī)劃,是一種囊括本土和海外部署的"大國家安全"構(gòu)想。
[Abstract]:Tongzhi governor Jiangsu had a great influence on Li Hongzhang's national defense thought. In his opinion, "the long suffering lies in the westerners"; the barriers between China and foreign countries have been lost, and the foreign ships and ships are on the coast of China. Japan, the neighboring country, has begun to strengthen itself, and whether China can strengthen itself depends on whether or not it is "beautiful to me" or "to seek me." Different from Zuo Zongtang's efforts to develop shipbuilding, Li Hongzhang put forward the idea of making guns and guns that can be used both on water and land, supplemented by the road made by small ships. Governor Jiangsu also urged Li Hongzhang to form an ideological system of "prevention and defense against change", which contained his plan for national defense security, and was a "big national security" concept that included both local and overseas deployment.
