【摘要】：長(zhǎng)期以來(lái),中國(guó)都是作為農(nóng)業(yè)文明之國(guó)而存在,因而治水在中國(guó)政治中占據(jù)重要位置。1949年之后,水利建設(shè)更被列為新中國(guó)政府的重要議程,直接反映出中共國(guó)家政權(quán)建設(shè)的歷程。本文作者藉由比較建國(guó)之初皖北和蘇北在淮河治理中的不同選擇,剖析了人事關(guān)系、財(cái)政支持和技術(shù)專家在其中扮演的重要角色,揭示出省級(jí)政治之于國(guó)家政權(quán)建設(shè)的作用,進(jìn)而回應(yīng)了一個(gè)流行議題——在建國(guó)之初的政治格局下,地方領(lǐng)導(dǎo)人的自主性在多大程度上能影響政策的落實(shí)和效果?
[Abstract]:For a long time, China has existed as a country of agricultural civilization, so water control occupies an important position in Chinese politics. After 1949, water conservancy construction was also listed as an important agenda of the new Chinese government. It directly reflects the course of the construction of the state power of the Communist Party of China. By comparing the different choices of Northern Anhui and Northern Jiangsu in the Huaihe River governance in the early years of the founding of the people's Republic of China, the author analyzes the important roles played by personnel relations, financial support and technical experts, and reveals the role of provincial politics in the construction of state power. In turn, it responds to the popular issue of how much autonomy of local leaders can influence the implementation and effectiveness of policies under the political landscape of the early days of the founding of the people's Republic of China.
