資源委員會與戰(zhàn)時電力工業(yè)建設(shè)

【摘要】：抗日戰(zhàn)爭期間,資源委員會是國民政府經(jīng)濟部屬下的一個專門從事重工業(yè)建設(shè)、管理、經(jīng)營的機構(gòu),其職掌為創(chuàng)辦基本工業(yè),開發(fā)重要礦業(yè)及動力事業(yè)等。抗戰(zhàn)爆發(fā)后,沿海地區(qū)大批工廠遷入內(nèi)地,同時內(nèi)地的工業(yè)發(fā)展十分迅猛,對電力的需求猛增,因此,資源委員會將電力工業(yè)作為其建設(shè)的重點。在戰(zhàn)時極其艱苦的條件下,資源委員會在后方主辦、經(jīng)營的電力工業(yè),不但保障了后方軍工及民用電力的需求,支撐了中國的抗戰(zhàn),而且為戰(zhàn)后中國的工業(yè)化奠定了一定的基礎(chǔ)。 本文力圖透過大量的檔案資料以及一些其他史料,分析、研究資源委員會及其所屬電力工業(yè)的發(fā)展?fàn)顩r,并對其在抗戰(zhàn)中所起的作用,作出客觀、公允的評價。文章主要由以下幾個部分組成：導(dǎo)論部分主要闡述了本文選題的緣起,在回顧國內(nèi)外相關(guān)研究的基礎(chǔ)上,進一步進行深入系統(tǒng)的研究。正文部分,首先,論述了資源委員會電力工業(yè)建設(shè)的背景,認為抗戰(zhàn)爆發(fā)后,由于大量工廠內(nèi)遷以及內(nèi)地工業(yè)的迅猛發(fā)展,造成內(nèi)地電力供應(yīng)緊張的局面,這就為資源委員會所屬電力工業(yè)的發(fā)展提供了廣闊的空間；其次,重點論述了資源委員會戰(zhàn)時電力工業(yè)建設(shè)的方針及規(guī)劃,從多個層面與視角分析、探討了資源委員會電力工業(yè)建設(shè)的實踐,并對其建設(shè)的特點進行了歸納和總結(jié)；再次,針對資源委員會所屬的昆湖電廠和西京電廠進行系統(tǒng)的個案研究,以探討資源委員會電力工業(yè)建設(shè)的具體途徑和形式；最后,在論述資源委員會戰(zhàn)時電力工業(yè)建設(shè)成就的基礎(chǔ)上,對其在抗戰(zhàn)時期所發(fā)揮的作用給予客觀、公允的評價。
[Abstract]:During the War of Resistance against Japan, the Resources Committee was an organization under the Ministry of Economic Affairs of the National Government specializing in the construction, management and operation of heavy industry. Its functions were to establish basic industries, develop important mining and power industries, and so on. After the outbreak of the War of Resistance against Japan, a large number of factories in coastal areas moved into the mainland, and the industrial development in the interior was very rapid, and the demand for electricity increased sharply. Therefore, the Resource Committee took the electric power industry as the focus of its construction. Under extremely difficult wartime conditions, the electricity industry run by the Resources Committee in the rear not only ensured the demand for military and civilian electricity in the rear, but also supported China's war of resistance. Moreover, it laid a certain foundation for the industrialization of postwar China. This paper tries to analyze and study the development of the resource committee and its electric power industry through a large number of archives and some other historical materials, and make an objective and fair evaluation of its role in the War of Resistance against Japan. The article is mainly composed of the following parts: the introduction mainly describes the origin of this topic, on the basis of reviewing the relevant research at home and abroad, further in-depth and systematic research. In the main part, first of all, it discusses the background of the construction of power industry of the Resources Committee, and thinks that after the outbreak of the War of Resistance against Japan, due to a large number of factories moving in and the rapid development of the inland industry, the situation of the power supply in the mainland is tight. This provides a broad space for the development of the electric power industry affiliated to the Resource Committee. Secondly, it focuses on the policy and planning of the wartime electric power industry construction of the Resource Committee, which is analyzed from many aspects and perspectives. This paper discusses the practice of power industry construction of the Resource Committee, and summarizes the characteristics of its construction. Thirdly, the paper makes a systematic case study on Kunhu Power Plant and Xijing Power Plant, which belong to the Resource Committee. Finally, on the basis of discussing the achievements of the construction of the power industry in wartime, the paper gives an objective and fair evaluation of its role in the Anti-Japanese War.
