1937—1945年北京西郊新市區(qū)的殖民建設(shè)

【摘要】：1937年北京淪陷后,為解決日僑人數(shù)不斷增多但城市容量有限的問題,日偽政權(quán)將西郊新市區(qū)建設(shè)計(jì)劃作為《北京都市計(jì)劃大綱》中的主要部分付諸實(shí)施。到抗戰(zhàn)勝利前,包括街區(qū)規(guī)劃、房屋道路以及公共配套設(shè)施在內(nèi),西郊新市區(qū)已初具規(guī)模,成為日偽對(duì)外宣傳時(shí)必定舉出的建設(shè)成就之一。全面抗戰(zhàn)爆發(fā)之前,北京市府即已按照現(xiàn)代城市發(fā)展方向籌劃在西郊建設(shè)新市區(qū),日偽當(dāng)局的西郊衛(wèi)星城建設(shè)似沿襲了此一思路,而其建設(shè)結(jié)果亦對(duì)日后北京城市規(guī)劃產(chǎn)生了一定影響;需要強(qiáng)調(diào)的是新市區(qū)在建設(shè)過程中侵害了當(dāng)?shù)剞r(nóng)民的生活權(quán)益,其近代都市的規(guī)劃思想也無法掩蓋服務(wù)于日本殖民需要的本質(zhì)目的。
[Abstract]:After the fall of Beijing in 1937, in order to solve the problem of the increasing number of Japanese and overseas Chinese and the limited capacity of the city, the Japanese puppet regime put into practice the construction plan of the new urban area in the western suburbs as the main part of the outline of the Beijing Urban Plan. Before the victory of the Anti-Japanese War, including block planning, housing roads and public facilities, the western suburb of the new urban area has begun to take shape, becoming one of the construction achievements that must be cited by the Japanese and foreign propaganda. Before the outbreak of the War of Resistance against Japan, the Beijing Municipal Government had planned to build a new urban area in the western suburbs in accordance with the direction of modern urban development. The construction of the satellite city in the western suburbs of the Japanese and puppet authorities seemed to follow this thinking. The results of the construction also have a certain impact on the future urban planning of Beijing. It should be emphasized that the new urban area infringes on the living rights and interests of local farmers during the construction of the new urban area. His modern urban planning thought could not conceal the essential purpose of serving the needs of Japanese colonization.
