【摘要】： 民國初期,河西政局動蕩,軍閥混戰(zhàn),無暇顧及河西建設(shè)。“九·一八”事變后,國民政府提出把西北作為抗戰(zhàn)建國的根據(jù)地,河西在西北的戰(zhàn)略地位也被重新認(rèn)識,各行各業(yè)有識之士提出了各具特色的河西開發(fā)主張,國民政府派遣考察團(tuán),提出了一些切實(shí)可行的開發(fā)方案,開展了一定規(guī)模的建設(shè)活動。本文擬對二十世紀(jì)三四十年代河西開發(fā)主張及其實(shí)踐進(jìn)行梳理,力圖揭示河西開發(fā)主張的特點(diǎn)與實(shí)踐中的經(jīng)驗(yàn)教訓(xùn),從中得出一些規(guī)律性的認(rèn)識,以為當(dāng)前的河西開發(fā)決策提供一些歷史借鑒。 本文分為四個部分。第一部分為緒論,明確界定了開發(fā)、河西的概念,系統(tǒng)回顧了該方面課題的研究現(xiàn)狀,列舉了研究二十世紀(jì)三四十年代河西開發(fā)的資料及索引,并簡要闡述了文章的選題目的及意義。第二部分論述了河西開發(fā)的歷史背景,包括河西在歷史上的重要地位、建制沿革、政治經(jīng)濟(jì)社會狀況。第三部分介紹時人的河西開發(fā)主張、國民政府的河西開發(fā)原因、過程。第四部分歸納河西開發(fā)的特點(diǎn)、開發(fā)成效不高的原因,并總結(jié)其經(jīng)驗(yàn)教訓(xùn)。
[Abstract]:In the early years of the Republic of China, the political situation in Hexi was turbulent, warlords were fighting, and they had no time for Hexi construction. After the "9 / 18" incident, the National Government proposed to regard the Northwest as the base area for the establishment of the Anti-Japanese War, and the strategic position of Hexi in the Northwest was also re-recognized, and people of insight in various industries put forward their own views on the development of Hexi with their own characteristics. The National Government sent an investigation delegation, put forward some feasible development plans and carried out certain scale construction activities. This paper intends to comb the idea and practice of Hexi development in the 1930s and 1940s, trying to reveal the characteristics of Hexi development proposition and the experience and lessons in practice, and draw some regular understandings from it. For the current Hexi development decision to provide some historical reference. This paper is divided into four parts. The first part is the introduction, which clearly defines the concept of development and Hexi, systematically reviews the current research situation of this area, and lists the materials and indexes of the research on the development of Hexi in the 1930s and 1940s. The purpose and significance of this paper are briefly expounded. The second part discusses the historical background of Hexi development, including Hexi's important position in history, system evolution, political, economic and social conditions. The third part introduces the idea of Hexi development, the reason and process of Hexi development. The fourth part summarizes the characteristics of the development of Hexi, the reasons for the poor development results, and summarizes its experience and lessons.
