【摘要】：縱觀人類歷史,每次變革都是社會矛盾急劇發(fā)展的產(chǎn)物。同時,大部分政治變革又能推動社會的改革進(jìn)步,對社會生活的各個層面產(chǎn)生不同程度的積極影響,郵政自然也不例外。中國的近代郵政發(fā)源于晚清海關(guān),半殖民地半封建的社會性質(zhì)也制約著郵政的發(fā)展。從清末新政時期到民國初年,中國社會發(fā)生了巨大變化,結(jié)束了兩千多年的封建君主專制制度,建立了中華民國,推動了郵政事業(yè)的不斷發(fā)展。本文正是鑒于此,擬在政治變革的相關(guān)背景下,從特定角度對清末民初這一時期的郵政改革的主要內(nèi)容進(jìn)行分析論述。通過對清末民初政治變遷下,郵政相關(guān)符號、郵政組織、管理制度的變化和郵政利權(quán)的回歸等方面進(jìn)行多層次的探討,為中國現(xiàn)代郵政的發(fā)展提供歷史借鑒。 本文主要從以下三方面進(jìn)行論述: 第一部分,簡要介紹辛亥革命后,郵政相關(guān)符號的變化。新式郵票發(fā)行,郵政局所改用五色旗,郵政公文中使用民國紀(jì)年,廢陰歷改用陽歷,從而肅除封建因素的制約,為郵政發(fā)展提供新的空間。 第二部分,從政治變革后郵政組織與管理的變化入手,詳細(xì)論述了新政體下郵政組織與管理的進(jìn)步,以適應(yīng)新形式下的發(fā)展需求。 第三部分,從郵傳部接收郵政,中國加入萬國郵聯(lián)及客郵的撤銷等方面論述郵政利權(quán)的回歸。說明國家的獨(dú)立是利權(quán)回歸的基礎(chǔ)條件,也是郵政發(fā)展的基本保障,當(dāng)時中國在這方面也在努力爭取。 總言之,清末民初的政治變革對這一時期中國郵政的發(fā)展起到了一定的推動作用,但也仍有相當(dāng)?shù)木窒蕖?br/>[Abstract]:At the same time, most of the political changes can promote the social reform and progress, and have a positive impact on different levels of social life, postal service is no exception. China's modern postal service originated from the customs in the late Qing Dynasty, and the social nature of semi-colonial and semi-feudal also restricted the development of postal service. From the late Qing Dynasty to the beginning of the Republic of China, great changes took place in Chinese society, ending the feudal autocratic monarchy for more than two thousand years, establishing the Republic of China, and promoting the continuous development of the postal service. In view of this, this paper intends to analyze the main contents of postal reform in the period of late Qing Dynasty and early Republic of China from a specific angle under the relevant background of political reform. Based on the political changes of the late Qing Dynasty and the early Republic of China, the changes of postal symbols, postal organization, management system and the return of postal power are discussed in order to provide historical reference for the development of modern postal service in China. This paper mainly discusses the following three aspects: the first part, briefly introduces the changes of postal symbols after the Revolution of 1911. When new stamps are issued, the post offices use five colors flags, the years of the Republic of China are used in postal documents, and the lunar calendar is replaced by the Gregorian calendar, thus eliminating the constraints of feudal factors and providing a new space for the development of postal services. The second part, starting with the changes of postal organization and management after the political reform, discusses in detail the progress of postal organization and management under the new political system in order to meet the needs of development under the new form of government. The third part discusses the return of postal power from the reception of postal service, China's accession to UPU and cancellation of passenger mail. It shows that the independence of the country is the basic condition for the return of interest and power, and also the basic guarantee for postal development. At that time, China was also striving for this aspect. In general, the political reform in the late Qing Dynasty and the early Republic of China promoted the development of China Post in this period, but still had some limitations.
