抗戰(zhàn)時(shí)期國(guó)共兩黨農(nóng)村基層政權(quán)建設(shè)比較研究

【摘要】：本文以國(guó)家政權(quán)建設(shè)理論為研究框架，分析了抗戰(zhàn)時(shí)期國(guó)共兩黨農(nóng)村基層政權(quán)建設(shè)的發(fā)生背景、生成原因及其政權(quán)滲透于鄉(xiāng)村社會(huì)的過(guò)程，比較了二者的相似性與差異性，提出了對(duì)當(dāng)今農(nóng)村基層政權(quán)建設(shè)的啟示意義。 本文分為五章。 第一章為國(guó)共兩黨農(nóng)村基層政權(quán)建設(shè)的社會(huì)歷史背景。在本章中，主要從國(guó)共兩黨農(nóng)村基層政權(quán)建設(shè)的思想源流、歷史邏輯、現(xiàn)實(shí)邏輯三個(gè)層面分析了國(guó)共兩黨農(nóng)村基層政權(quán)建設(shè)的社會(huì)歷史背景和生成原因。第二章分析了“新縣制”下國(guó)民黨政府的農(nóng)村基層政權(quán)建設(shè)�！靶驴h制”是抗日戰(zhàn)爭(zhēng)時(shí)期國(guó)民政府為適應(yīng)抗戰(zhàn)政治軍事形勢(shì)發(fā)展變化的需要而在全國(guó)推行的一種地方制度。在本章中，主要圍繞農(nóng)村基層政權(quán)的制度建構(gòu)、農(nóng)村基層政權(quán)組織的建立、農(nóng)村基層隊(duì)伍建設(shè)和農(nóng)村基層黨組織建設(shè)等方面展開(kāi)，論述了國(guó)民黨政府的農(nóng)村基層政權(quán)建設(shè)過(guò)程和內(nèi)容。第三章為抗日根據(jù)地的農(nóng)村基層政權(quán)建設(shè)。在本章中，主要從指導(dǎo)思想、農(nóng)村基層政權(quán)的基本架構(gòu)、農(nóng)村基層民主選舉運(yùn)動(dòng)的開(kāi)展、農(nóng)村干部隊(duì)伍建設(shè)等方面論述了抗日根據(jù)地農(nóng)村基層政權(quán)建設(shè)的過(guò)程和內(nèi)容。第四章對(duì)國(guó)共兩黨的農(nóng)村基層政權(quán)建設(shè)進(jìn)行了比較與評(píng)判�？谷諔�(zhàn)爭(zhēng)時(shí)期，國(guó)民黨政權(quán)和共產(chǎn)黨領(lǐng)導(dǎo)的抗日根據(jù)地政權(quán)是既統(tǒng)一又獨(dú)立的兩種政權(quán)，決定著國(guó)共兩黨農(nóng)村基層建設(shè)的相似性與差異性�？箲�(zhàn)時(shí)期國(guó)共兩黨的農(nóng)村基層政權(quán)建設(shè)是我國(guó)現(xiàn)代國(guó)家政權(quán)建設(shè)的一個(gè)重要?dú)v史階段，是國(guó)家不斷加強(qiáng)自我建設(shè)需要的必然趨勢(shì)；都具有現(xiàn)代民主政治的特征；均為抗日戰(zhàn)爭(zhēng)的勝利做出了重要貢獻(xiàn)。由于其階級(jí)本質(zhì)不同，在國(guó)共兩黨農(nóng)村基層政權(quán)建設(shè)中，存在著基層選舉的真實(shí)性與形式化、“幫忙政府”和“刮民政府”兩個(gè)質(zhì)的方面的差別，形成了完全不同的結(jié)果，展示了國(guó)共兩黨在群眾中的不同形象。第五章為國(guó)共兩黨農(nóng)村基層政權(quán)建設(shè)的啟示。主要表現(xiàn)在加強(qiáng)民主政治建設(shè)、建立鄉(xiāng)村黨政工作的正確關(guān)系、注重基層政府職能建設(shè)、全心全意解決農(nóng)民的利益。
[Abstract]:Taking the theory of state power construction as the research frame, this paper analyzes the background, the causes and the process of the political power infiltrating into the rural society during the War of Resistance against Japan between the Kuomintang and the Communist Party, and compares their similarities and differences. This paper puts forward the enlightening significance to the construction of rural grassroots regime. This paper is divided into five chapters. The first chapter is the social and historical background of the rural grassroots regime construction. In this chapter, the author analyzes the social and historical background and causes of the rural grass-roots regime construction of the Kuomintang and the Communist Party from three aspects: the ideological source, the historical logic and the realistic logic of the rural grassroots regime construction of the Communist Party of China and the Communist Party of China. The second chapter analyzes the rural grassroots regime construction of the Kuomintang government under the new county system. The "new county system" is a kind of local system implemented by the national government in order to meet the needs of the development and changes of the political and military situation in the War of Resistance against Japan during the War of Resistance against Japan. In this chapter, it mainly focuses on the system construction of the rural grassroots regime, the establishment of the rural grass-roots political power organization, the rural grass-roots troop construction and the rural grass-roots party organization construction, etc. This paper discusses the construction process and content of the rural grassroots regime of the Kuomintang government. The third chapter is the construction of the rural grassroots regime in the anti-Japanese base area. In this chapter, the author mainly discusses the process and content of the construction of the rural grassroots regime in the anti-Japanese base area from the aspects of guiding ideology, basic structure of the rural grass-roots regime, the development of the rural grass-roots democratic election movement and the construction of the rural cadre contingent. The fourth chapter compares and judges the rural grassroots regime construction between the Kuomintang and the Communist Party. During the War of Resistance against Japan, the Kuomintang regime and the anti-Japanese base area regime led by the Communist Party were both unified and independent regimes, which determined the similarities and differences of the rural grass-roots construction between the Kuomintang and the Communist Party. During the Anti-Japanese War, the rural grass-roots regime construction of the Kuomintang and the Communist Party of China was an important historical stage of the construction of the modern state power in China and an inevitable trend for the country to constantly strengthen its self-construction, and all of them had the characteristics of modern democratic politics. Both made important contributions to the victory of the War of Resistance against Japan. Because of their different class nature, in the construction of the grassroots political power in rural areas of the Kuomintang and the Communist Party, there exists the authenticity and formalization of grass-roots elections, and there are two qualitative differences between "helping the government" and "scraping the people", which have resulted in completely different results. It shows the different images of the Kuomintang and the Communist Party among the masses. The fifth chapter is the inspiration of the construction of the basic political power in the rural areas of the Kuomintang and the Communist Party. It is mainly manifested in strengthening the construction of democratic politics, establishing the correct relationship of the rural party and government work, paying attention to the function construction of the grass-roots government, and solving the peasants' interests wholeheartedly.
