【摘要】：河南是中國(guó)的農(nóng)業(yè)大省,其“三農(nóng)”問(wèn)題歷來(lái)是黨研究解決的重點(diǎn)。集體經(jīng)濟(jì)作為農(nóng)村經(jīng)濟(jì)社會(huì)的重要組成部分、“三農(nóng)”問(wèn)題的核心,直接關(guān)系著河南農(nóng)村改革是否能順利發(fā)展。新時(shí)期以來(lái),農(nóng)村集體經(jīng)濟(jì)經(jīng)過(guò)不斷改革,取得了輝煌的成績(jī)。然而隨著社會(huì)主義新農(nóng)村建設(shè)進(jìn)程的進(jìn)一步推進(jìn),廣大農(nóng)民群眾對(duì)實(shí)現(xiàn)農(nóng)業(yè)第二次飛躍的渴望愈發(fā)強(qiáng)烈,這與農(nóng)村集體經(jīng)濟(jì)發(fā)展相對(duì)滯后的現(xiàn)實(shí)十分矛盾,嚴(yán)重制約了農(nóng)村經(jīng)濟(jì)的整體發(fā)展。在此背景下,以歷史的視角回顧其發(fā)展道路,總結(jié)經(jīng)驗(yàn)教訓(xùn),歸納分析啟示,對(duì)今后河南農(nóng)村集體經(jīng)濟(jì)的發(fā)展具有十分重要的現(xiàn)實(shí)意義。 本文主要通過(guò)兩個(gè)方面對(duì)新時(shí)期河南農(nóng)村集體經(jīng)濟(jì)的發(fā)展道路進(jìn)行闡述：首先,對(duì)國(guó)民經(jīng)濟(jì)恢復(fù)時(shí)期集體經(jīng)濟(jì)的產(chǎn)生和社會(huì)主義探索時(shí)期對(duì)農(nóng)村集體經(jīng)濟(jì)的初步探索這一歷史背景進(jìn)行描述。其次,主要通過(guò)河南農(nóng)村集體經(jīng)濟(jì)改革起步、全面改革、發(fā)展和不斷完善三個(gè)方面的內(nèi)容對(duì)其發(fā)展歷程進(jìn)行系統(tǒng)地梳理。 通過(guò)回顧河南農(nóng)村集體經(jīng)濟(jì)的發(fā)展道路,文章從四個(gè)方面對(duì)取得的經(jīng)驗(yàn)進(jìn)行了總結(jié)：其一,堅(jiān)持與時(shí)俱進(jìn),不斷提高黨的執(zhí)政能力建設(shè)為河南農(nóng)村集體經(jīng)濟(jì)體制改革提供正確指引；其二,解放思想,不拘泥于單一的經(jīng)濟(jì)形態(tài),以改革創(chuàng)新的思想不斷探索農(nóng)村集體經(jīng)濟(jì)體制的實(shí)現(xiàn)形式；其三,因地制宜,根據(jù)地方特色推進(jìn)河南農(nóng)村集體經(jīng)濟(jì)體制改革,使二者有機(jī)結(jié)合起來(lái)；其四,始終堅(jiān)持農(nóng)民的主體地位,河南農(nóng)村集體經(jīng)濟(jì)體制改革必須貫徹“以人為本”重要思想。 經(jīng)過(guò)反復(fù)分析研究這些經(jīng)驗(yàn)教訓(xùn),我們也為今后河南農(nóng)村集體經(jīng)濟(jì)的發(fā)展得出了啟示,主要包括：新時(shí)期集體經(jīng)濟(jì)是農(nóng)村經(jīng)濟(jì)發(fā)展的關(guān)鍵性因素,中共中央在制定農(nóng)村政策時(shí)必須把握這一主題,大力推進(jìn)農(nóng)村集體經(jīng)濟(jì)的發(fā)展；河南農(nóng)村集體經(jīng)濟(jì)體制改革必須繼續(xù)堅(jiān)持以家庭經(jīng)營(yíng)為基礎(chǔ)、統(tǒng)分結(jié)合的雙層經(jīng)營(yíng)體制；以健全農(nóng)業(yè)社會(huì)化服務(wù)體系為基礎(chǔ)、建立城鄉(xiāng)一體化制度為目標(biāo),大力推進(jìn)農(nóng)村集體經(jīng)濟(jì)的發(fā)展；繼續(xù)推進(jìn)農(nóng)村現(xiàn)代化,加快社會(huì)主義新農(nóng)村建設(shè),確保農(nóng)村集體經(jīng)濟(jì)在深化體制改革過(guò)程中發(fā)揮更大的作用；圍繞建設(shè)中原經(jīng)濟(jì)區(qū),以經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變?yōu)橹攸c(diǎn),全面推進(jìn)農(nóng)村集體經(jīng)濟(jì)體制改革。
[Abstract]:Henan is a big agricultural province in China, and the problem of agriculture, countryside and farmers has always been the focus of the Party's research. Collective economy as an important part of rural economy and society, the core of the "three rural" issues, directly related to the smooth development of Henan rural reform. Since the new era, the rural collective economy after continuous reform, has made brilliant achievements. However, with the further development of the new socialist countryside, the farmers' desire to realize the second leap in agriculture becomes stronger, which contradicts the reality that the development of rural collective economy is lagging behind. Seriously restricted the overall development of rural economy. Under this background, it is of great practical significance for the development of rural collective economy in Henan in the future to review its development path from the historical perspective, sum up the experience and lessons, sum up and analyze the enlightenment. In this paper, the development of Henan rural collective economy in the new era is described in two aspects: first of all, This paper describes the historical background of the emergence of collective economy during the period of national economic recovery and the preliminary exploration of rural collective economy during the period of socialist exploration. Secondly, mainly through the Henan rural collective economy reform starting, comprehensive reform, development and continuous improvement of the three aspects of its development process is systematically combed. By reviewing the development road of Henan rural collective economy, the article summarizes the experience from four aspects: first, insist on keeping pace with the times, The continuous improvement of the Party's ruling ability provides a correct guide for the reform of the rural collective economic system in Henan; second, emancipates the mind and does not cling to a single economic form. With the idea of reform and innovation, we constantly explore the realization form of rural collective economic system; third, according to local conditions, we should promote the reform of Henan rural collective economic system according to local characteristics, so that the two can be combined organically; fourth, The reform of Henan rural collective economic system must carry out the important thought of "people-oriented". Through repeated analysis and study of these experiences and lessons, we have also drawn inspiration for the development of Henan rural collective economy in the future, mainly including: the collective economy is the key factor in the development of rural economy in the new period. The Central Committee of the Communist Party of China must grasp this theme and vigorously promote the development of rural collective economy, and the reform of Henan rural collective economic system must continue to adhere to the two-tier management system, which is based on the family management and unified and combined. On the basis of improving the agricultural socialized service system and establishing the urban-rural integration system, we will vigorously promote the development of the rural collective economy, continue to promote rural modernization, and speed up the construction of a new socialist countryside. We should ensure that the rural collective economy plays a greater role in the process of deepening the reform of the system, and focus on the transformation of the mode of economic development around the construction of the Central Plains Economic Zone to comprehensively promote the reform of the rural collective economic system.
