【摘要】：為因應(yīng)抗戰(zhàn)勝利后憲政體制下黨務(wù)經(jīng)費(fèi)體制的變革,國民黨六大確立起以黨企盈余補(bǔ)助黨務(wù)經(jīng)費(fèi)的"企業(yè)養(yǎng)黨"方針。隨后,依托組織的力量,國民黨建立起了從中央到地方規(guī)模初具的黨營企業(yè)體系。黨營企業(yè)一定時(shí)期內(nèi)的發(fā)展與黨企盈余的增長,為企業(yè)養(yǎng)黨的政治使命提供了一定的現(xiàn)實(shí)條件。然而,相對(duì)國民黨浩大孔亟的黨費(fèi)需求,黨企盈余的供給是微不足道的。企業(yè)養(yǎng)黨在現(xiàn)實(shí)中屢受窒礙,遭遇現(xiàn)實(shí)的尷尬。在黨費(fèi)極端困窘的境況下,國民黨重新回歸黨庫依托國庫的老路,變相地黨庫通國庫。企業(yè)養(yǎng)黨的使命,最終隨著國民黨政權(quán)在大陸的敗亡而宣告終結(jié)。
[Abstract]:In order to cope with the reform of the Party's funding system under the constitutional system after the victory of the War of Resistance against Japan, the sixth National Congress of the Kuomintang established the policy of "supporting the Party by enterprises" by subsidizing the party's expenses with the surplus of the Party and enterprises. Subsequently, relying on the strength of the organization, the KMT set up a party-run enterprise system from the central to the local scale. The development of the party-run enterprises and the growth of the surplus of the party-enterprises in a certain period provide certain realistic conditions for the political mission of the enterprises to raise the Party. However, relative to the KMT's huge demand for party fees, the supply of party-enterprise surplus is insignificant. The enterprise raises the party repeatedly in the reality is obstructed, encounters the reality awkward. In the situation of extreme embarrassment of party expenses, the Kuomintang returned to the treasury to rely on the old way of treasury, disguised as the treasury of the Party. The mission of raising the Party by enterprises ended with the defeat of the Kuomintang regime in the mainland.
