【摘要】：近代上海火患頻仍,火情復雜多變,給市民的人身財產(chǎn)安全帶來嚴重威脅。傳統(tǒng)城市消防存在主體單一、消息遲滯、溝通困難等問題�；鹁瘜Ｓ秒娫挼牟捎谩⒏牧己托麄�,以及城市電話通訊網(wǎng)絡的構建,為火災預警交互機制的形成創(chuàng)造了可能,有利于構建政府、救火會、巡捕房、普通市民等各個相關主體共同參與的火災撲救治理機制。它的形成,改變了城市消防管理中的一元結構,促進了城市火災治理主體的多元化,加快了火警消息的傳遞,方便了火災信息的溝通,提高了城市火災治理成效。
[Abstract]:In modern Shanghai, the fire situation is complicated and changeable, which poses a serious threat to the personal and property safety of the citizens. There are many problems in traditional urban fire protection, such as single main body, delayed message and difficult communication. The adoption, improvement and promotion of special telephones for fire alarm, as well as the construction of a city telephone communication network, have created the possibility for the formation of an interactive mechanism for fire warning, which is conducive to the construction of government, firefighting, and patrol houses. Ordinary citizens and other relevant subjects participate in the fire control mechanism. Its formation has changed the unitary structure of urban fire control, promoted the diversification of the main body of urban fire control, accelerated the transmission of fire information, facilitated the communication of fire information, and improved the effectiveness of urban fire control.
