【摘要】：建國初期,在完成土地改革的廣大農(nóng)村,為克服勞力、農(nóng)具、耕畜缺乏等困難,政府號召農(nóng)民組織起來,成立互助組。組織互助并非易事。村干及勞動模范注重打通農(nóng)民思想,注意發(fā)揮黨員的模范帶頭作用,通過典型示范、評比競賽等活動帶動激勵農(nóng)民,并注重從生產(chǎn)需要出發(fā),從舊有互助基礎(chǔ)做起。同時,召開互助組代表會議或舉辦互助訓(xùn)練班,擴大宣傳,培養(yǎng)骨干,提供經(jīng)濟與技術(shù)上的融資優(yōu)惠扶持等�；ブM由此陸續(xù)組成并擴大規(guī)模,但總體上分布不平衡不普遍。為鞏固發(fā)展互助組,各地借鑒以往傳統(tǒng)的換工等方式,在互助組內(nèi)實行對勞力、農(nóng)具、耕畜的評工、記工、算賬制度,以達互助兩利。互助組在運作過程中雖存在強迫命令、形式主義及記工算賬不合理等影響農(nóng)民生產(chǎn)積極性和勞動效率等局限,但總體上還是解決了入組農(nóng)民生產(chǎn)生活困難,在一定程度上促進了農(nóng)業(yè)生產(chǎn)的發(fā)展。
[Abstract]:In the early days of the founding of the people's Republic of China, in order to overcome the difficulties of labor, tools and livestock shortage, the government called on farmers to organize themselves and set up mutual aid groups. It is not easy to organize mutual aid. Village cadres and labor models pay attention to the idea of farmers, pay attention to give play to the exemplary leading role of party members, through typical demonstration, competition and other activities to stimulate farmers, and pay attention to the needs of production, from the old basis of mutual assistance. At the same time, organizing mutual aid group representative meeting or mutual assistance training course, expanding propaganda, cultivating backbone, providing economic and technical financing preferential support, etc. The mutual-aid group was gradually formed and expanded, but the overall distribution was uneven. In order to consolidate the development of mutual aid groups, all localities draw lessons from the traditional ways of changing jobs in the mutual aid groups, and carry out a system of evaluating, recording and calculating labor, farm tools and livestock in the mutual aid groups, in order to achieve mutual aid and mutual benefit. Although the mutual-aid group has some limitations in the course of operation, such as forced order, formalism and unreasonable bookkeeping and so on, which affect farmers' enthusiasm for production and labor efficiency, it still resolves the difficulties of farmers' production and life in general. To a certain extent, to promote the development of agricultural production.
