【摘要】：煙毒問題是近代中國嚴(yán)重的社會問題之一,禁煙禁毒成為百年中國的重要話題。煙毒泛濫,造成的危害是不需要細(xì)說大家都能夠明白的。上海社會最為復(fù)雜,禁毒問題更是嚴(yán)峻,因此上海無論是政府層面還是民間普通民眾的禁毒意識都比全國其他地區(qū)要強(qiáng)烈得多,而報刊又是最能直接反映出當(dāng)時禁煙禁毒政策出臺,民眾參與程度及禁毒的階段性成果的。 《申報》設(shè)于上海,對上海的禁毒問題給予了長期的關(guān)注,各個時期都有詳細(xì)的報道,因此本文擬選取抗戰(zhàn)前十年《申報》中關(guān)于上海禁煙禁毒問題的報道作為考察對象,對禁煙禁毒問題從報刊報道做一個區(qū)域性研究,以圖考察此階段上海禁煙禁毒問題所取得的階段性成果及其對后世的影響和啟示作用。 本文包括導(dǎo)言、正文和結(jié)語三個部分,其中正文由三章組成,主要按照南京國民政府自1927年成立到1937年10月上海淪陷時期的禁毒運(yùn)動的三個發(fā)展歷程,即：“寓禁于征”(1927年4月—1928年7月)、“斷禁”(1928年8月—1934年夏)、“漸禁”(1934年夏—1937年10月)三個時期,分三章整理和分析《申報》所載的禁毒問題的相關(guān)報道。各個階段包括的內(nèi)容主要有以下兩個方面：一方面是《申報》所載的南京國民政府在該階段的禁毒措施及上海市政府的禁毒政策及其成效,上海市政府層面包括禁毒立法,禁毒機(jī)關(guān)的設(shè)立,法院、檢察院、公安機(jī)關(guān)、海關(guān)等的查處活動及焚毀煙土等情況。另一方面是《申報》所載的上海社會各界及租借內(nèi)的禁毒情況,上海市各界的禁毒活動,主要包括中華國民拒毒會的活動,教育界的活動,以及婦女節(jié)制會、總商會及其他滬各團(tuán)體、一般市民的活動等等,這部分又是本文考察的重中之重。結(jié)語部分總結(jié)抗戰(zhàn)前十年上海禁毒所取得的成果,分析其特點(diǎn)及其意義,并得出對今天禁毒的借鑒和啟示作用。
[Abstract]:The problem of tobacco poisoning is one of the serious social problems in modern China. Prohibition of smoking and drug control has become an important topic in China for a hundred years. There is no need to elaborate on the dangers caused by the spread of tobacco poisoning. Shanghai's society is the most complex, and the drug control problem is even more serious. Therefore, the anti-drug awareness of Shanghai's ordinary people, both at the government level and among the civilian population, is much stronger than in other parts of the country. And the newspapers and periodicals most directly reflect the promulgation of the anti-smoking and anti-drug policy at that time, the degree of popular participation and the phased results of anti-drug control. The "Declaration" was set up in Shanghai, giving long-term attention to the drug control problem in Shanghai. Every period has detailed reports, so this paper intends to select the report on anti-smoking and anti-drug in Shanghai ten years before the War of Resistance against Japan as the object of investigation, and do a regional study on the problem of anti-smoking and anti-drug from the newspapers and periodicals. In order to study the stage of anti-smoking and anti-drug problem in Shanghai, the stage achievement and its influence and enlightenment on future generations are discussed. This paper consists of three parts: introduction, text and conclusion, in which the text is composed of three chapters, mainly according to the three development course of the anti-drug movement of Nanjing National Government from its establishment in 1927 to the period of Shanghai occupation in October 1937. Namely: "residence forbids conscription" (April 1927-July 1928), "termination ban" (August 1928-summer 1934), "gradual ban" (summer 1934-October 1937), divides into three chapters to sort out and analyze the related reports on drug control contained in the Declaration. The contents of each stage mainly include the following two aspects: on the one hand, the measures of the Nanjing National Government in this stage and the anti-drug policy of the Shanghai Municipal Government and their effectiveness, as contained in the "Declaration", and the level of the Shanghai Municipal Government include the anti-drug legislation. The establishment of drug control agencies, courts, procuratorates, public security organs, customs, and other activities and burning smoke soil and so on. On the other hand, the anti-drug situation of all sectors of the Shanghai community and on loan as contained in the "Declaration", the anti-drug activities of all walks of life in Shanghai mainly include the activities of the Chinese National Drug rejection Association, the activities of the education sector, and the International Working Women's Day Association. General Chamber of Commerce and other groups in Shanghai, the activities of the general public and so on, this part is the most important part of this study. The conclusion part summarizes the achievements of anti-drug in Shanghai ten years before the War of Resistance against Japan, analyzes its characteristics and its significance, and draws lessons and enlightenments for today's drug control.
