【摘要】：蘇中根據(jù)地位于長江下游地區(qū),大部分地區(qū)是平原,且水網(wǎng)湖泊眾多,盛產(chǎn)糧食、棉花、食鹽。由于靠近上海、南京,民國時期商業(yè)發(fā)達,貿(mào)易興盛�？箲�(zhàn)時期,敵我在商業(yè)貿(mào)易的經(jīng)濟斗爭異常激烈,而商業(yè)的發(fā)展對于根據(jù)地鞏固與發(fā)展、新四軍的勝利起著舉足輕重的作用,研究蘇中抗日根據(jù)地的商業(yè)具有重要的價值。抗日戰(zhàn)爭爆發(fā)后,日軍大舉侵華,在蘇中地區(qū)進行了野蠻的掠奪和經(jīng)濟封鎖,致使蘇中地區(qū)商業(yè)萎縮,人民生活困苦。 蘇中抗日根據(jù)地建立后,黨中央、華中局、蘇中各級行署十分重視商業(yè)的發(fā)展,確立了“發(fā)展經(jīng)濟、保障供給”總方針、“對外管制、對內(nèi)自由”的貿(mào)易政策、多種商業(yè)經(jīng)濟形式共同發(fā)展的政策,大力發(fā)展公營商業(yè),扶助合作社商業(yè),保護和鼓勵私營商業(yè)。 為了更好地促進根據(jù)地商業(yè)的發(fā)展和加強對敵經(jīng)濟貿(mào)易斗爭,蘇中行政公署和下屬四個分區(qū)行政專員專署設(shè)置了相關(guān)的機構(gòu)、制定了相關(guān)的條例,通過多種渠道開展內(nèi)外商業(yè)貿(mào)易,以滿足根據(jù)地軍民所需。 蘇中抗日根據(jù)地商業(yè)產(chǎn)生了重大的作用,首先它保證了戰(zhàn)時需要,商業(yè)貿(mào)易帶來的巨大稅收滿足了根據(jù)地的需要,得到的軍需物資更是有力地支持蘇中的抗日斗爭；其次它平穩(wěn)物價,改善了人民生活水平；最后鞏固和擴大了抗日民族統(tǒng)一戰(zhàn)線,團結(jié)了絕大多數(shù)的商人,突出了全民族抗戰(zhàn)。
[Abstract]:The central Jiangsu base area is located in the lower reaches of the Yangtze River, most of which are plain, and there are many water net and lakes, rich in grain, cotton and salt. Due to close to Shanghai, Nanjing, the Republic of China period of commercial development, trade prosperity. During the War of Resistance against Japan, the economic struggle between the enemy and ourselves in commercial trade was extremely fierce, and the development of commerce played an important role in the consolidation and development of the base area and the victory of the New fourth Army. It was of great value to study the commerce of the anti-Japanese base area in the Central Soviet Union. After the outbreak of the War of Resistance against Japan, the Japanese army invaded China on a large scale and carried out barbaric pillage and economic blockade in the central part of the Soviet Union, resulting in the shrinking of commerce and the hardship of the people. After the establishment of the Central Soviet Anti-Japanese Base area, the CPC Central Committee, the Central China Bureau, and the central Jiangsu administration at all levels attached great importance to the development of commerce, and established a general policy of "developing the economy and ensuring supply", a trade policy of "foreign control and freedom within the country". The policy of common development of various forms of commercial economy, vigorously develop public commerce, support cooperative commerce, and protect and encourage private commerce. In order to better promote the development of commerce in the base areas and strengthen the struggle against the enemy's economy and trade, the Central Soviet Administrative Office and the special administrative commissioners of the four subdivisions of the Soviet Union have set up relevant agencies and formulated relevant regulations. Through a variety of channels to develop internal and external commercial trade to meet the needs of the military and civilian base areas. The commerce of the anti-Japanese base area in the Central Soviet Union played an important role. Firstly, it ensured the wartime needs, the huge tax revenue brought by the commercial trade met the needs of the base area, and the military supplies obtained were more powerful to support the anti-Japanese struggle in the Central Soviet Union. Secondly, it stabilized prices and improved the living standards of the people. Finally, it consolidated and expanded the anti-Japanese national United front, United the vast majority of businessmen and highlighted the whole nation's war of resistance.
