【摘要】：20世紀(jì)初的中國,資產(chǎn)階級立憲派和革命黨人的行動和言論,形成了一股強(qiáng)大的要求變革封建專制政治體制的潮流,對清政府產(chǎn)生了極其深刻的影響。清政府“為救衰亡而起顛�！�,擺出了預(yù)備立憲的姿態(tài),嘗試了一些傳統(tǒng)政治上未有的一系列改革。如1909年(宣統(tǒng)元年)中國各省設(shè)立了諮議局,1910年中央設(shè)立資政院,這是一項(xiàng)亙古未有的創(chuàng)舉,開了我國第一次體驗(yàn)西方式民主政治的先河。 而諮議局即是清政府實(shí)行預(yù)備立憲的一個要目,諮議局雖然僅僅存在兩年就被永遠(yuǎn)地留在了歷史的記憶里,但是諮議局的設(shè)立仍然具有重大的歷史意義和現(xiàn)實(shí)借鑒意義。山西作為十八行省之一,于1909年10月正式成立省諮議局。山西議員們以諮議局為依托所進(jìn)行的各種活動,開資產(chǎn)階級立憲派探索近代社會民主政治途徑的先河,并對民國時期山西省議會起垂范作用,這使得山西諮議局在近代山西民主政治制度發(fā)展史上占有重要的地位。因此,山西諮議局的籌備、成立過程、性質(zhì)及其發(fā)展如何,意義何在?無一不引起我們的思考。本文試圖從清末憲政改革入手,進(jìn)而論證山西諮議局成立的背景、山西諮議局的籌備、成立過程、議員議案分析,最后探討其性質(zhì)及作用,盡力展現(xiàn)山西最早的代議政治機(jī)構(gòu)----山西諮議局在地方社會的境況。 山西諮議局從籌備、成立到最后退出歷史舞臺,經(jīng)歷了1909—1911兩年時間,本文試圖著重探究近代山西資產(chǎn)階級立憲派政治傾向轉(zhuǎn)變的過程,從而有助于我們從另一個側(cè)面了解清末民初資產(chǎn)階級民主政治失敗的社會根源,并引起我們對辛亥革命成敗的反思。
[Abstract]:In the early twentieth Century, the actions and statements of the bourgeois constitutionalism and the revolutionary party formed a powerful trend to change the feudal autocratic political system, which had a profound influence on the Qing government. The Qing government, "in danger of saving and decaying", put out the posture of preparing the Constitution and tried some traditional politics. A series of reforms, such as the establishment of a consultative Bureau in all the provinces in China in 1909, and the establishment of a Senate in the Central Committee in 1910, are an unprecedented initiative, which opened the first experience of our country's experience of Western democracy.
The Advisory Bureau is an important target for the Qing government to implement the preparatory constitution. Although the Advisory Council has remained in the memory of history for only two years, the establishment of the Advisory Council remains of great historical and practical significance. As one of the eighteen provinces, Shanxi formally established the provincial Advisory Bureau in October 1909. The Shanxi mp On the basis of various activities based on the Advisory Bureau, the bourgeois constitutionalism pioneered the way of modern social democracy and played an exemplary role in the Shanxi Provincial Parliament in the period of the Republic of China, which made the Shanxi Advisory Bureau occupy an important position in the history of the development of the democratic political system of Shanxi in modern times. Therefore, the preparatory of the Shanxi Advisory Bureau was established. What is the nature and development of the process, and what is the significance of it? This article tries to start from the constitutional reform in the late Qing Dynasty, and then demonstrates the background of the establishment of the Shanxi Advisory Bureau, the preparation of the Shanxi Advisory Bureau, the process of establishment, the analysis of the bill of members, and the final discussion of its nature and function, and try to unfold the earliest representative political institution in Shanxi - Mountain - ---- mountain The situation of the Western Advisory Council in the local society.
The Shanxi Advisory Bureau, from preparation to the final exit of the historical stage, has gone through 1909 to 1911 years. This article attempts to explore the process of the transformation of the political tendencies of the modern bourgeois constitutionalism in modern Shanxi, thus helping us to understand the social root of the failure of bourgeois democratic politics in the late Qing Dynasty and the early days of the Republic of China and cause us to A reflection on the success or failure of the 1911 Revolution.
