【摘要】：1933年1月,蔣介石因軍事需要,成立侍從室,作為蔣的個(gè)人幕僚單位,同時(shí)也是蔣賴(lài)以推動(dòng)黨國(guó)機(jī)器的核心組織。侍從室的功能主要包括:為蔣過(guò)濾各方呈送的大量情報(bào)數(shù)據(jù),供蔣及相關(guān)機(jī)構(gòu)參考運(yùn)用;協(xié)助蔣做出決策并執(zhí)行一些具有機(jī)密性質(zhì)的任務(wù);強(qiáng)化和黨政軍機(jī)構(gòu)及外界的聯(lián)系,有助于黨國(guó)機(jī)器的順利運(yùn)轉(zhuǎn);為黨國(guó)考察、選拔及考核人才。雖然如此,侍從室在運(yùn)作的過(guò)程中,也產(chǎn)生了一些負(fù)面的功能:破壞正常體制運(yùn)作;造成下屬的疏離感。蔣介石對(duì)侍從室寄望甚深,多次希望此一機(jī)構(gòu)能擴(kuò)大職能,不過(guò)均為陳布雷所婉拒,蔣介石一度甚至考慮另外設(shè)立幕僚長(zhǎng)會(huì)議取代侍從室。1949年蔣介石于臺(tái)北成立總裁辦公室,其組織、制度,甚至文化,均多系沿襲過(guò)去的侍從室,顯示此一機(jī)構(gòu)在民國(guó)歷史上,確有其不可或缺的重要地位。
[Abstract]:In January 1933, Jiang Jieshi, for military reasons, set up the Superior Office as Chiang's personal staff unit and the central organization on which Chiang was based to promote the Party's machinery. The functions of the attendant's office mainly include: filtering the large amount of intelligence data submitted by various parties for Chiang's reference and application; assisting Chiang in making decisions and performing some tasks of a confidential nature; and strengthening contacts with the party, government, and army organizations and the outside world. Contribute to the smooth operation of the party-state machine; for the party-state inspection, selection and assessment of talent. In spite of this, the attendant room also produces some negative functions in the course of its operation: disrupting the normal operation of the system, and causing the sense of alienation of subordinates. Jiang Jieshi had great hopes for the attendant's office, and many times hoped that the agency would expand its functions, but it was declined by Chen Bulei. At one point, Jiang Jieshi even considered setting up a separate meeting of chief of staff to replace the attendant's office. In 1949, Jiang Jieshi set up the Office of the President in Taipei. Its organization, system, and even culture are all inherited from the past, showing that this institution has its indispensable important position in the history of the Republic of China.
