宣統(tǒng)二年汪榮寶與親貴大臣的立憲籌謀及運(yùn)作

【摘要】：親貴與留學(xué)生的結(jié)合,為光宣之交一大政象。中國(guó)第一歷史檔案館珍藏的一份未署名的憲法說(shuō)帖,實(shí)系宣統(tǒng)二年五月二次國(guó)會(huì)請(qǐng)?jiān)甘『?汪榮寶替善耆、毓朗的捉刀之作。說(shuō)帖的要旨及諸人的持續(xù)努力,既排除協(xié)定憲法的可能,又剝奪憲政編查館的草憲權(quán),是十月清廷欽簡(jiǎn)大臣組織班子秘密草憲的重要?jiǎng)右颉．?dāng)國(guó)會(huì)召集年限縮短三或五年的主張兩不相下時(shí),汪榮寶提出"宣統(tǒng)四年說(shuō)",雖未獲善耆、毓朗鼎力支持,卻得到溥倫極力運(yùn)作,故雖未完全實(shí)現(xiàn),但在縮短國(guó)會(huì)年限上諭中實(shí)有體現(xiàn)。汪榮寶與親貴的籌謀及運(yùn)作,展示了留學(xué)生小臣與親貴大臣互為作用,聯(lián)手影響清廷立憲決策的過(guò)程和模式。
[Abstract]:The combination of the pro expensive and the foreign students is a big political picture. The unsigned constitution of the first history archives of China's first history archives has been made by Wang Rongbao. After the failure of the two congressional petitions in May, Wang Rongbao said the masterpiece and the work of Yuang after the failure of the two congressional petitions. The constitutional right of the chancellor of the government was an important reason for the organization of the secret constitution of the chancellor of the Qing emperor in the Qing court in October. When the Congress convened a three or five year claim, Wang Rongbao proposed "the four years of Xuan Tong". Although he had not gained good faith and was supported by Yuang long, he had been fully operated by Pu len, so although it was not fully realized, it shortened the number of years of Congress. The preparation and operation of Wang Rongbao and his relatives showed the interaction between the young ministers of foreign students and the pro - expensive ministers, and the process and mode of influencing the constitutional decision of the Qing court.
