近代中國(guó)城市治理的困境:1946年上海攤販?zhǔn)录偬?/H1>

【摘要】：在近代城市攤販治理中,市政當(dāng)局一直在改善城市環(huán)境和顧及小販民生之間做著兩難選擇。而在1946年上海攤販?zhǔn)录?這一問(wèn)題卻退居其次,以公司商號(hào)為代表的坐商與以流動(dòng)攤販為代表的行商之間的矛盾將事件推向前臺(tái)。在戰(zhàn)后特殊時(shí)代背景下,多種矛盾交織,使得城市攤販治理問(wèn)題變得更加復(fù)雜。國(guó)民政府市政當(dāng)局治理攤販政策朝令夕改,忽視民意,缺乏長(zhǎng)遠(yuǎn)規(guī)劃綜合考量,最終發(fā)生危機(jī)。
[Abstract]:In the modern management of urban vendors, the municipal authorities have been making a dilemma between improving the urban environment and taking into account the livelihood of hawkers. However, in 1946, the problem of Shanghai vendors retreated to the next place, and the contradiction between the sitting merchants represented by the company firms and the traders represented by mobile vendors pushed the incident to the front stage. Under the background of the special era after the war, many kinds of contradictions interweave, which makes the problem of the management of urban vendors more complicated. The municipal government's policy of dealing with vendors changes day by day, neglects public opinion, lacks comprehensive consideration of long-term planning, and finally comes into crisis.
