【摘要】：1928年,國(guó)民黨宣布訓(xùn)政并召開了全國(guó)禁煙會(huì)議,決心以禁除煙毒來為訓(xùn)政作準(zhǔn)備。時(shí)隔不久,上海就發(fā)生了轟動(dòng)一時(shí)的涉嫌政府和軍方參與的江安輪販運(yùn)煙土事件。案件由上海警備司令部長(zhǎng)官熊式輝和公安局長(zhǎng)戴石浮之間的推諉和互相指摘而展開,并持續(xù)升級(jí)。此案十分復(fù)雜,持續(xù)時(shí)間長(zhǎng),牽涉人員廣,關(guān)乎軍警之爭(zhēng)、派系之爭(zhēng),然而這件對(duì)后來國(guó)民政府禁煙形勢(shì)有著重大影響的案件最后卻以處置幾名無關(guān)緊要的船員無疾而終。江安輪運(yùn)土案凸顯了近代中國(guó)"鴉片丑聞"的一般特征,暴露了訓(xùn)政體制下國(guó)民黨的派系斗爭(zhēng)和國(guó)民政府社會(huì)革新措施所遭遇的困境等復(fù)雜面相。
[Abstract]:In 1928, the Nationalist Party announced a national anti-smoking conference and decided to prepare for it by banning smoking and drugs. Not long after, there was a sensational incident in Shanghai involving suspected government and military involvement in Jianganlun trafficking. The case was launched by Xiong Shihui, director of the Shanghai Police Command, and Dai Shifu, director of public security, and accused each other of each other, and continued to escalate. The case was complex, lengthy, involving a wide range of personnel, involving military and police forces and factions, but the case, which had a major impact on the national government's ban on smoking, ended with the handling of several unimportant crew members. The "opium scandal" in modern China was highlighted in the case of Jiangan, which exposed the complicated aspects such as the factional struggle of the Kuomintang under the training system and the difficulties encountered by the national government in its social innovation measures.
