【摘要】：中國(guó)茶業(yè)曾經(jīng)擁有輝煌的歷史,華茶貿(mào)易曾經(jīng)在長(zhǎng)時(shí)間內(nèi)居世界首位。但是在20世紀(jì)二三十年代,中國(guó)茶業(yè)境況不容樂(lè)觀。華茶貿(mào)易持續(xù)衰落,挽救華茶呼聲強(qiáng)烈。在檢驗(yàn)制度、稅收制度和茶業(yè)的運(yùn)銷統(tǒng)制方面,政府順勢(shì)而為,采取措施,頒布政策,加強(qiáng)對(duì)茶業(yè)的監(jiān)管。檢驗(yàn)制度方面,政府出臺(tái)新的檢驗(yàn)標(biāo)準(zhǔn),雖然遭遇阻力,但是依舊將檢驗(yàn)標(biāo)準(zhǔn)執(zhí)行并適時(shí)修改,并進(jìn)行茶葉產(chǎn)地檢驗(yàn);在稅收制度方面,政府對(duì)內(nèi)繼續(xù)減免厘捐和關(guān)稅,對(duì)外爭(zhēng)取廢除列強(qiáng)茶葉“進(jìn)口差別稅”制;在茶業(yè)的運(yùn)銷統(tǒng)制方面,政府引導(dǎo)社會(huì)中統(tǒng)制經(jīng)濟(jì)的輿論思潮,設(shè)立茶葉運(yùn)銷委員會(huì),推行茶葉的運(yùn)銷統(tǒng)制政策,后又成立中國(guó)茶葉股份有限公司,進(jìn)一步加強(qiáng)對(duì)茶業(yè)的控制。從制度變遷的角度來(lái)考察此時(shí)期華茶的狀況,揭示出國(guó)家和政府在此過(guò)程中的行為和作用,這對(duì)于深入研究20世紀(jì)二三十年代的社會(huì)經(jīng)濟(jì)狀況,具有不小的借鑒作用。
[Abstract]:Chinese tea industry has a glorious history, the Chinese tea trade in a long period of time ranked first in the world. But in the 20 s and 1930 s, the situation of Chinese tea industry was not optimistic. The Chinese tea trade continues to decline, the Chinese tea rescue voice is strong. In the aspects of inspection system, tax system and marketing control of tea industry, the government takes measures, promulgates policies and strengthens the supervision of tea industry. With regard to the inspection system, although the government has introduced new inspection standards, although it has encountered resistance, it will still implement the inspection standards and revise them in due course, and carry out inspections of tea production areas. In terms of the tax system, the government will continue to reduce and reduce tariffs and tariffs within the country. Foreign countries strive to abolish the "differential import tax" system of tea in foreign countries. In the aspect of controlling the transportation and marketing of tea industry, the government guided the trend of public opinion in controlling the economy in the society, set up the tea transportation and marketing committee, and carried out the policy of controlling the transportation and marketing of tea. After the establishment of China Tea Co., Ltd. to further strengthen the control of the tea industry. From the perspective of institutional changes, this paper examines the situation of Chinese tea in this period and reveals the behavior and role of the state and government in the process, which is of great significance for the in-depth study of the social and economic situation in the 1920s and 1930s.
