【摘要】：北京自明清以來是全國政治、文化的中心,是各地士商行旅匯聚之地,又是會館最為集中的地方。進(jìn)入民國,會館與同鄉(xiāng)會并存,成為各地同鄉(xiāng)在京保持聯(lián)系的重要紐帶。對于蒙古人而言,由于實行王公貴族政治,加上與內(nèi)地不同的文化傳統(tǒng),作為聯(lián)系各個階層鄉(xiāng)黨的民間組織并不受重視。迄至民國,成立社會組織應(yīng)對現(xiàn)代社會轉(zhuǎn)型沖擊,已經(jīng)成為駐京蒙古人的需要,于是有了蒙古旅平同鄉(xiāng)會成立。該會的活動不僅對蒙古社會產(chǎn)生影響,而且被北京乃至全國視為蒙古民意代表。 關(guān)于蒙古旅平同鄉(xiāng)會研究,以往史學(xué)界因史料缺乏只能簡單描述其存在,至今尚未發(fā)現(xiàn)對蒙古旅平同鄉(xiāng)會成立緣由、內(nèi)部建制、宗旨、會員狀況、政治參與、社會救助等方面有系統(tǒng)研究。為此,筆者擬在前人研究的基礎(chǔ)上,通過發(fā)掘北京市檔案館所藏該會檔案史料,力圖對上述問題作一較全面的研究。 本文的基本思路是,圍繞蒙古旅平同鄉(xiāng)會的建立、內(nèi)部組織的構(gòu)建及運作、內(nèi)部重要人物介紹以及它所參與的政治運動、社會救助等活動展開敘述的。 第一部分,主要從北京會館的廣泛建立以及到了近代向同鄉(xiāng)會館轉(zhuǎn)變,結(jié)合蒙古族來京的人數(shù)增多和來京的具體途徑,闡述蒙古旅平同鄉(xiāng)會建立的社會基礎(chǔ)。 第二部分,主要根據(jù)檔案資料分析蒙古旅平同鄉(xiāng)會的內(nèi)部組織建設(shè)及運作,從而展現(xiàn)該會在抗戰(zhàn)勝利以后恢復(fù)同鄉(xiāng)會的情況。 第三部分,通過考察蒙古旅平同鄉(xiāng)會在不同階段所扮演社會角色,對該會的政治傾向、社會聯(lián)系以及社會救濟(jì)活動等方面進(jìn)行剖析,了解其歷史作用。 最后結(jié)合上述三個部分的論述,指出民國時期蒙古旅平同鄉(xiāng)會在北京乃至全國曾發(fā)揮過蒙古民族代言人的作用,因而其存在應(yīng)該也是近現(xiàn)代蒙古歷史的重要組成部分；同時該會在維系僑居北平蒙古人及小社會方面曾發(fā)揮重要作用不應(yīng)忽視。
[Abstract]:Since the Ming and Qing Dynasties, Beijing is the center of politics and culture in the whole country. It is the place where the scholars and merchants travel together and the most concentrated place. In the Republic of China, the guild hall and the fellow townsmen coexist and become an important link to keep in touch with the fellow townsmen in Beijing. For the Mongol people, the politics of the Royal aristocracy and the different cultural transmission from the mainland are added. To the Republic of China, the establishment of a social organization to cope with the impact of modern social transformation has become the need for the Mongol in Beijing, so the Mongolia townships will be established. The activities of this society not only affect the society of Mongolia, but also be regarded as Mongolia public opinion in Beijing and the whole country. Representative.
With regard to the study of the Mongolia brigade of the fellow townships, the history of historians in the past can only describe their existence simply because of the lack of historical materials. So far, there has not been a systematic study of the reasons for the establishment of the Mongolia fellow townships, the internal establishment, the purpose, the status of the members, the political participation and the social assistance. For this reason, the author intends to explore the Beijing archives on the basis of the predecessors' research. The archives of the archives in the library are trying to make a comprehensive study of the above problems.
The basic idea of this article is to describe the construction and operation of the internal organization, the introduction of the internal important figures, the political movement and social assistance in Mongolia.
The first part, mainly from the extensive establishment of the Beijing guild hall, and the transition from the modern to the townships, the increase in the number of Mongolian people coming to Beijing and the specific ways to come to Beijing, and to elaborate the social foundation for the establishment of the Mongolia fellow townships.
The second part, based on the analysis of the archival data, analyzes the internal organization and operation of the Mongolia townships and townships, so as to show the situation of the resumption of the townships after the victory of the war of resistance.
The third part, through the investigation of the social role played by the Mongolia fellow townsmen in different stages, analyses the political tendency, social contact and social relief activities of the society, and understands its historical role.
Finally, in the light of the three parts mentioned above, it is pointed out that the Mongolia brigade and fellow townsmen in the Republic of China had played the role of the spokesman of Mongolia nationality in Beijing and the whole country, so the existence should be an important part of the modern history of Mongolia, and it had played an important role in maintaining the ancient people of Beiping Mongolia and the small society. It should be ignored.
