【摘要】：從華北事變到全面抗戰(zhàn)爆發(fā),是中國戰(zhàn)時(shí)財(cái)政理論發(fā)展的關(guān)鍵階段,戰(zhàn)費(fèi)動(dòng)員思想由此走向理論化和政策化。其特征之一是形成了抗日戰(zhàn)爭戰(zhàn)時(shí)財(cái)政理論體系,提出了戰(zhàn)時(shí)財(cái)政動(dòng)員的具體方策,在戰(zhàn)費(fèi)規(guī)模、戰(zhàn)時(shí)財(cái)政預(yù)算、戰(zhàn)時(shí)稅收、公債和貨幣金融政策等方面,有了實(shí)質(zhì)性發(fā)展,并為指導(dǎo)全面抗戰(zhàn)的財(cái)政動(dòng)員實(shí)踐奠定了堅(jiān)實(shí)的思想基礎(chǔ)。中國抗日戰(zhàn)爭戰(zhàn)費(fèi)動(dòng)員思想的來源,主干是西方的戰(zhàn)費(fèi)動(dòng)員理論與實(shí)踐,同時(shí)也是結(jié)合本國國情而提出的,其提出者多曾求學(xué)西方,并參與了抗戰(zhàn)時(shí)期戰(zhàn)時(shí)財(cái)政動(dòng)員實(shí)踐與政策制定。通過對(duì)華北事變到全面抗日戰(zhàn)爭前夕戰(zhàn)費(fèi)動(dòng)員爭論的描述與分析,可以重新認(rèn)識(shí)其在中國現(xiàn)代戰(zhàn)費(fèi)動(dòng)員思想史的轉(zhuǎn)折意義和積極影響。
[Abstract]:From the North China incident to the outbreak of the War of Resistance against Japan, it is the key stage of the development of China's wartime financial theory. One of its characteristics is the formation of the wartime financial theory system of the War of Resistance against Japan, and the development of specific strategies for wartime fiscal mobilization, including the scale of war expenses, wartime budgets, wartime taxation, public debt and monetary and financial policies, and so on. And for the guidance of the full-scale anti-Japanese war of financial mobilization practice laid a solid ideological foundation. The main source of the idea of mobilization of war expenses in China's anti-Japanese war is the theory and practice of the mobilization of war expenses in the West, and at the same time it has been put forward in the light of the national conditions of China. Most of its proponents have studied in the West. And participated in the wartime fiscal mobilization practice and policy formulation during the War of Resistance against Japan. Through the description and analysis of the debate on the mobilization of war expenses on the eve of the North China incident to the War of Resistance against Japan, we can re-understand its turning significance and positive influence in the history of modern war expenses mobilization in China.
