【摘要】：周馥是晚清政壇難得的干吏之一,是清末一個(gè)成功的改革派官員。他活躍政壇三十余年,每到一處,都恪盡職守,造福百姓。1902年7月到1904年9月間,周馥出任山東巡撫一職。在魯撫任內(nèi)周馥順應(yīng)清政府“新政”的改革大潮,在山東進(jìn)行了全方位的改革。經(jīng)濟(jì)方面,周馥遠(yuǎn)見卓識,為推動(dòng)山東經(jīng)濟(jì)發(fā)展,革新除舊、采取了調(diào)整稅收政策、籌辦農(nóng)桑工藝實(shí)業(yè)、招墾沿海灘涂荒地、開展對外貿(mào)易、自開商埠等措施,有力地推動(dòng)了山東近代經(jīng)濟(jì)的發(fā)展。政治方面,作為一方之長,周馥勤政利民,在山東的兩年間,他治理黃河水患、改革軍隊(duì)、整頓吏治、治理匪患,裁改社會陋俗,致力于恤裕民生和促進(jìn)社會進(jìn)步。在文化教育方面,不僅積極地推行新式教育,改革學(xué)堂,而且創(chuàng)辦了《濟(jì)南匯報(bào)》,對于開通風(fēng)氣、宣傳新知識新思想起到了重要作用。周馥的這些措施,彰顯了周馥勤政利民的工作原則。同時(shí),也使得周馥對山東的治理具有了濃厚的近代化色彩,促進(jìn)了山東的近代化發(fā)展,為山東的近代化事業(yè)奠定了經(jīng)濟(jì)、社會、文化等各方面的基礎(chǔ)。
[Abstract]:Zhou Fu was one of the rare officials in the late Qing Dynasty and a successful reformist official in the late Qing Dynasty. He enlivened politics for more than 30 years, and everywhere he went, he served as governor of Shandong Province from July 1902 to September 1904. During his term of office, Zhou Fu complied with the reform tide of the Qing government and carried out all-round reforms in Shandong. In economic terms, Zhou Fu had foresight and foresight. In order to promote the economic development of Shandong and to reform and eliminate the old, he adopted measures such as adjusting tax policies, organizing agricultural and mulberry craft industries, recruiting and reclaiming coastal beach wasteland, carrying out foreign trade, opening up commercial ports, and so on. It has promoted the development of Shandong's modern economy. On the political side, Zhou Fu was diligent and beneficial to the people. During the two years in Shandong Province, he managed the Yellow River flood, reformed the army, rectified the official system, managed the bandit disease, ruled out and reformed the social vulgarity, and devoted himself to caring for the people's livelihood and promoting social progress. In the aspect of culture and education, not only the new-style education and the reform of the school were actively carried out, but also the Jinan report was founded, which played an important role in opening up the atmosphere and propagating the new knowledge and new thought. These measures of Zhou Fu show Zhou Fu's principle of working diligently and benefiting the people. At the same time, it also makes Zhou Fu have a strong modern color to Shandong governance, promote the development of Shandong modernization, and lay the foundation of economy, society, culture and other aspects for Shandong modernization cause.
