【摘要】：抗日戰(zhàn)爭爆發(fā)后，伴隨軍事上的節(jié)節(jié)敗退，在經(jīng)濟方面，國民政府也是危機重重，遷都重慶以后，建立高效的戰(zhàn)時經(jīng)濟體制，是擺在國民政府面前最為緊迫的任務(wù)之一。由于金融行業(yè)是整個國民經(jīng)濟的重要支柱，國民政府對金融領(lǐng)域的調(diào)整和監(jiān)管，是其戰(zhàn)時經(jīng)濟工作的重中之重。為了加強對大后方金融業(yè)特別是商業(yè)行莊的控制，打擊金融腐敗現(xiàn)象，懲治囤積居奇，操控物價的不法商人，國民政府在部分地區(qū)成立了經(jīng)濟檢查隊這一臨時機構(gòu)。 經(jīng)濟檢查隊主要由“軍統(tǒng)”等特務(wù)機關(guān)的人員組成，中后期隸屬于國家總動員會議這一特殊部門，相比其他金融監(jiān)管單位來說，具有機構(gòu)約束少，情報工作專業(yè)，，組織和行動比較靈活等特點。在經(jīng)濟檢查隊成立初期，對整頓金融市場，打擊經(jīng)濟犯罪起到了一定的積極作用。但隨著整體國民經(jīng)濟狀況的惡化，通貨膨脹幾近失控，經(jīng)濟檢查隊自身在金融監(jiān)管中也暴露出了金融專業(yè)化程度不夠，信息不對稱，以及人員腐敗等問題�？v觀整個抗日戰(zhàn)爭期間金融監(jiān)管過程，經(jīng)濟檢查隊并沒有發(fā)揮到最高當(dāng)局所期望的作用，在金融監(jiān)管體系中始終處在一個異類的位置。 本文通過對抗戰(zhàn)時期成都地區(qū)金融發(fā)展?fàn)顩r的調(diào)查分析以及對成都經(jīng)濟檢查隊活動的深入研究，從成都經(jīng)濟檢查隊的背景、組建、工作方式到工作成效逐一系統(tǒng)分析，認(rèn)為在一個復(fù)雜的金融大背景下，對金融監(jiān)管制度的改革應(yīng)該是一個系統(tǒng)的工程，需要立法、組織、信息、人力資源以及政府其他部門的通力合作。僅僅依靠頭痛醫(yī)頭，腳痛醫(yī)腳的思路，或單純依靠行政力量去調(diào)節(jié)市場，亦或片面加大監(jiān)管權(quán)限的做法，不符合現(xiàn)代金融行業(yè)發(fā)展的規(guī)律，注定無法收到積極的市場反應(yīng)。
[Abstract]:After the outbreak of the War of Resistance against Japan, along with the gradual retreat of military affairs, the National Government is also in great danger in economy. After moving its capital to Chongqing, it is one of the most urgent tasks for the National Government to establish an efficient wartime economic system. As the financial industry is an important pillar of the whole national economy, the adjustment and supervision of the financial field by the national government is the most important part of its wartime economic work. In order to strengthen the control of the financial industry, especially the commercial banks in the rear, to crack down on the financial corruption, to punish the illegal businessmen who hoarded and hoarded, and to control the prices, the National Government set up an economic inspection team as a temporary institution in some areas. The economic inspection team is mainly composed of personnel from secret services such as "military unification", and is attached to the special department of the General Mobilization Conference of the State in the middle and late stages. Compared with other financial supervision units, it has fewer institutional constraints and specialized intelligence work. Organization and action are more flexible and other characteristics. In the early stage of the establishment of the economic inspection team, it played a positive role in rectifying the financial market and cracking down on economic crimes. But with the deterioration of the whole national economy, inflation is almost out of control, the economic inspection team itself in the financial supervision also exposed the degree of financial specialization, information asymmetry, and personnel corruption and other problems. Throughout the process of financial supervision during the War of Resistance against Japan, the economic inspection team did not play the role expected of the highest authorities, and was always in a different position in the financial supervision system. Based on the investigation and analysis of the financial development situation in Chengdu during the Anti-Japanese War and the in-depth study on the activities of the Chengdu Economic Inspection team, this paper systematically analyzes the background, establishment, working mode and work effectiveness of the Chengdu Economic Inspection team. In a complex financial background, the reform of financial supervision system should be a systematic project, which requires the cooperation of legislation, organization, information, human resources and other government departments. Only relying on the idea of treating head and foot, or simply relying on administrative forces to regulate the market, or unilaterally increasing the regulatory authority, does not conform to the law of the development of modern financial industry, and is doomed to receive no positive market response.
