【摘要】： 國防,就是為捍衛(wèi)國家統(tǒng)一、主權(quán)完整與安全,防備外來侵略和顛覆所進(jìn)行的軍事及與軍事有關(guān)的政治、經(jīng)濟(jì)、文化、外交等方面的活動。所謂國防思想也就是在國防活動中所形成的一些理性認(rèn)識。以往研究戊戌維新思想的論著很多,但是大多集中在對當(dāng)時政治、經(jīng)濟(jì)、文化等思想的研究上,對當(dāng)時國防思想的研究涉及較少。即使偶有涉及,也只是對其中的某個個體進(jìn)行研究,缺乏對戊戌維新時期國防思想進(jìn)行一整體的研究與探討。本文擬通過該時期的背景,來總結(jié)該時期國防思想的內(nèi)容及實(shí)踐,以期為今天的國防建設(shè)提供歷史借鑒。 本文分為四個部分: 第一部分介紹戊戌維新時期國防思想產(chǎn)生的背景。甲午戰(zhàn)爭后,清王朝國勢衰落,迫于加強(qiáng)國防力量的現(xiàn)實(shí)需要以及自身利益的需要,朝野人士逐漸轉(zhuǎn)變了自己的思想,傳承了以往的國防理念,并提出了新的見解。 第二部分介紹國防思想的主要內(nèi)容。廣大維新志士,鑒于清朝末年軍隊的腐朽沒落,提出了裁兵的軍事改革思想,其目的在于效法西方大練精兵。在邊防上,甲午戰(zhàn)后,列強(qiáng)紛紛割占中國,基于邊疆防務(wù)的嚴(yán)重危機(jī),維新派提出了移民實(shí)邊,鞏固邊防的思想。在海防上,伴隨著洋務(wù)運(yùn)動的破產(chǎn),海防能力遭到了嚴(yán)重的削弱,朝野人士繼續(xù)提出厚海軍以鞏固海防的思想,主張培養(yǎng)海軍人才、擴(kuò)大海軍規(guī)模,購戰(zhàn)艦、以先進(jìn)武器武裝海軍,增強(qiáng)海軍實(shí)力。針對清朝晚期財政拮據(jù),國防投資受限,維新派提出加快鐵路和郵政建設(shè)、保護(hù)和獎勵商業(yè)、發(fā)展軍事工業(yè)的主張,以加大經(jīng)濟(jì)基礎(chǔ)和設(shè)施建設(shè),為國防提供經(jīng)濟(jì)支持。鴉片戰(zhàn)爭后,中國國門一步步被迫打開,不得不與西方國家發(fā)生外交關(guān)系,戊戌時期仍然奉行“以夷制夷”的外交政策。戊戌維新時期的國防思想是早期改良派思想的進(jìn)一步發(fā)展,順應(yīng)了時代的潮流,其動機(jī)是好的。然而,這一思想在實(shí)踐上卻不盡如人意。 第三部分主要介紹戊戌維新時期國防思想的實(shí)踐,主要從裁軍、練兵、邊防、海防、武科舉、商業(yè)、農(nóng)業(yè)、礦務(wù)、軍事工業(yè)等方面的實(shí)踐上進(jìn)行闡述,以全面的正確的認(rèn)識其實(shí)踐效果。 第四部分主要對這一時期國防思想進(jìn)行一簡單評價。通過本文的研究,進(jìn)一步證實(shí)了該時期國防思想在近現(xiàn)代國防思想史上的重要地位和作用。戊戌維新時間雖然短暫,成果雖說不太明顯,但它力圖挽救民族危亡,順應(yīng)了時代潮流,是資產(chǎn)階級改良派的一次偉大嘗試。這時期的國防思想,在一定程度上打破了傳統(tǒng)的國防思想,提出了一些新的國防理念,給陳舊的國防思想體系予以猛烈的沖擊。通過研究該時期的國防思想,對我們更好的認(rèn)識現(xiàn)今社會的國情,制定正確的國防理論,都有著重要的借鑒意義。 本文利用歷史研究最基本、最主要的方法,即在充分搜集和利用現(xiàn)有歷史文獻(xiàn)資料的基礎(chǔ)上,利用歷史學(xué)傳統(tǒng)的分析方法,力求恢復(fù)戊戌維新時期的真正面貌。
[Abstract]:Defense is the military and military related political , economic , cultural and diplomatic activities related to the safeguarding of national unity , sovereignty , integrity and security . The so - called national defense thought is a rational understanding of the military and military affairs related to military affairs .



This article is divided into four parts :



The first part introduces the background of the national defense thought during the Reform Movement of Wuxu . After the Sino - Japanese War , the state of the Qing Dynasty declined , the need of strengthening the national defense force and the need of its own interests , the facing people gradually changed their thoughts , inherited the previous national defense concept and put forward new insights .



The second part introduces the main contents of the thought of national defense . In view of the corruption of the army in the late Qing Dynasty , the author put forward the thought of the military reform of the troops . After the Opium War , the Chinese state door has been forced to open up , to protect and reward the foreign policy of the military industry .



The third part mainly introduces the practice of the national defense thought during the period of Reform Movement of Wuxu , mainly from the aspects of disarmament , training , frontier defense , sea defense , martial arts , commerce , agriculture , mining , military industry and so on , so as to fully understand its practical effect .



The fourth part mainly makes a simple appraisal of the national defense thoughts in this period . Through the research in this paper , it further confirms the important position and function of the national defense thoughts in the history of modern defense thought .



This paper makes use of the most basic and main method of historical research , that is , based on the abundant collection and utilization of the existing historical documents , the paper tries to restore the true appearance of the new period of the Reform Movement by using the traditional method of historical science .
