【摘要】：縣長(zhǎng)出巡是國(guó)民政府治理地方所采取的方式之一。研究縣長(zhǎng)出巡具有一定的價(jià)值。通過(guò)利用縣長(zhǎng)出巡日記、報(bào)告等原始檔案材料進(jìn)行實(shí)證研究,探討抗戰(zhàn)時(shí)期成都平原地區(qū)縣長(zhǎng)出巡活動(dòng),增加學(xué)界對(duì)縣長(zhǎng)出巡的認(rèn)識(shí)。相關(guān)的章程、方法規(guī)范縣長(zhǎng)的出巡活動(dòng),使縣長(zhǎng)出巡有章可依。縣長(zhǎng)職責(zé)、上級(jí)巡視督查、政府的獎(jiǎng)懲促使縣長(zhǎng)進(jìn)行出巡活動(dòng)。在四川作為民族復(fù)興基地的背景下,抗戰(zhàn)時(shí)期成都平原地區(qū)縣長(zhǎng)出巡涉及治安、教育、征兵、征糧、地方建設(shè)等內(nèi)容�？箲�(zhàn)時(shí)期成都平原地區(qū)縣長(zhǎng)出巡為抗戰(zhàn)做出了積極貢獻(xiàn)。抗戰(zhàn)時(shí)期成都平原地區(qū)縣長(zhǎng)出巡有其積極方面,也存在一些問(wèn)題。由于其出巡方式并未真正根植于人民群眾,官僚主義、形式主義特征明顯,脫離群眾現(xiàn)象比較突出,影響了出巡效果。抗戰(zhàn)時(shí)期成都平原地區(qū)縣長(zhǎng)出巡的成效不可高估。
[Abstract]:The county chief visits is one of the ways that the national government governs the place. It is of certain value to study the county governor visiting. By using the original archival materials such as the county magistrate's visiting diary and report, this paper discusses the county magistrate's visiting activities in Chengdu plain area during the Anti-Japanese War, and increases the academic circles' understanding of the county magistrate's visit. Relevant articles of association, methods to regulate the county governor's activities, so that the county magistrate patrol rules. County chief duties, higher inspection inspectors, the government's rewards and punishments prompted the county magistrate to carry out inspection activities. In the context of Sichuan as a base for national rejuvenation, during the War of Resistance against Japan, the county chief of Chengdu Plain went on a tour involving the contents of public order, education, conscription, grain collection, local construction, and so on. During the War of Resistance against Japan, the county governor of Chengdu Plain made positive contributions to the War of Resistance. During the War of Resistance against Japan, the county governor of Chengdu Plain had some positive aspects and some problems. Because its visiting mode is not really rooted in the people, bureaucracy, formalism is obvious, the phenomenon of leaving the masses is more prominent, which affects the effect of inspection. During the War of Resistance against Japan, the performance of the county governor in Chengdu Plain can not be overestimated.
