【摘要】：蔣中正于1937年7月17日在第一期廬山談話會(huì)第二次共同談話對(duì)于盧溝橋事變發(fā)生后政府處理方針的報(bào)告,被認(rèn)為是對(duì)盧溝橋事變的嚴(yán)正表示,宣示政府的立場(chǎng),以及抗戰(zhàn)到底的決心。除了1937年7月19日分開發(fā)表的談話會(huì)講詞外,這份報(bào)告存在基本精神與立場(chǎng)相近但內(nèi)容互有出入的三個(gè)版本:"速記錄"、"致詞"和《告全國(guó)國(guó)民書》,三者相互參看,方能進(jìn)一步了解政府在盧溝橋事變初起時(shí)的政策方針;另一方面,由"講詞"發(fā)表過(guò)程中,蔣氏對(duì)于內(nèi)容的斟酌,以及發(fā)表時(shí)間、形式的考慮,亦可以看出作為一個(gè)領(lǐng)導(dǎo)者,蔣氏在處理關(guān)乎國(guó)家未來(lái)發(fā)展之重大決定時(shí)的態(tài)度與決心。
[Abstract]:On July 17, 1937, at the first Lushan talks, Jiang Zhongzheng held a second joint talk on the government's policy after the Lugou Bridge incident, which was considered to be an expression of the government's position to the Yan Zheng of the Lugou Bridge incident. And the determination to the end of the War of Resistance. With the exception of the separate speech delivered on July 19, 1937, there are three versions of the report that are similar in spirit and position, but which differ in content: "Speed record", "message" and "National Letters", all of which refer to each other. On the other hand, Chiang's consideration of the content, as well as the time and form of publication, can also be seen as a leader. Chiang's attitude and determination in handling major decisions about the country's future development.
