【摘要】：關于“東北新政”問題的研究，學術界多以事件本身為研究對象，即偏重于從政治、經濟、文化、軍事、司法的角度對這一事件本身進行觀察、評價和述論，而關于“東北新政”彼時中國之公共輿論言說、全面洞察與揭示這一事件經歷者的心靈世界及事件背后所反映出的時人政治意識與心態(tài)的變化則鮮有關注，故對于“東北新政”的重新解讀與深入探討，必先回復到具體歷史時空情境下共同關注該事件是時的公共輿論與經歷者的中間。本文將以晚清時期所發(fā)行的報紙、雜志即《盛京時報》、《大公報》、《申報》和《東方雜志》等為主要史料來源，藉用“政治——社會史”的研究范式和“事件路徑史”的致思路向，并輔之以“新政治史”、“區(qū)域史”、“心態(tài)史”的理論方法及研究進路，即期透過“東北新政”這一事件本身，在重構時人關懷與政治思想言說的基礎上，從新聞學中“公共輿論”的嶄新視域來探索時人政治關注的焦點問題，希望藉此提示出當時公共輿論下東北新政的獨特面向、東北社會的歷史全貌及人心思變以拯救東北、改造東北、建設東北的時代要求，并透過關涉東北新政的公共輿論，探求彼時包括在朝與在野以及政治精英集團和社會非政治精英階層在內的時人不同的政治心態(tài)與社會行為的變化軌跡，使我們從中看到“東北新政”這一以今日的后見之明被認為是“必然”的政治事件，其實存在著極為艱難的實施歷程和摻雜著繁復的諸多因素，因此從“公共輿論話語”與“歷史當事人記憶”的脈胳和理路出發(fā)，可折射出以政治史的理念與新聞學的視角重新觀察重大政治事件的努力，由此顯視清季十年關于東北問題的政治與社會的互動、公共輿論與東北新政的互動，并在有關東北時局、東北新政的公共輿論中凸顯一種代表集體心態(tài)與圖存東北的自我覺醒的“東北意識”。
[Abstract]:On the issue of "the New deal of Northeast China", the academic circles mostly take the event itself as the research object, that is to say, the academic circles pay more attention to observing, evaluating and describing the incident itself from the angle of politics, economy, culture, military affairs and judicature. On the other hand, the public opinion about the New deal in Northeast China at that time showed little concern about the overall insight and revelation of the spiritual world of those who had experienced the event and the changes of political consciousness and mentality reflected in the event. Therefore, for the reinterpretation and further discussion of the New deal in Northeast China, we must first return to the middle of public opinion and experience concerned about the event in the context of specific historical time and space. This paper will take the newspapers and magazines published in the late Qing Dynasty as the main sources of historical data, such as Shengjing Times, Ta Kung Pao, Declaration and Orient Magazine, by using the research paradigm of "political-social history" and the thinking of "the history of the path of events". It is supplemented by the theoretical methods and research approaches of "New political History", "Regional History" and "History of mentality". Through the event itself of "the New deal in Northeast China", it is based on the reconstruction of people's concern and political thought. From the new perspective of "public opinion" in journalism, this paper explores the focal issues of the political attention of the people of the time, hoping to reveal the unique orientation of the Northeast New deal under the public opinion at that time, the historical panorama of the Northeast society and the change of human thoughts in order to save the Northeast. To transform the Northeast, to build the Northeast, and to pass through the public opinion concerning the New deal in the Northeast, To explore the different changes of political mentality and social behavior of people in those days, including the political elite and the opposition, as well as the political elite and the non-political elite in the society at that time. From this, we can see that the "Northeast New deal", a political event which is regarded as "inevitable" in the future, has a very difficult course of implementation and many complicated factors. Therefore, from the perspective of "discourse of public opinion" and "memory of historical parties", it can reflect the efforts to re-observe major political events from the perspective of political history and journalism. This shows the political and social interaction of the Qing Dynasty's ten years on the northeast issue, the interaction between public opinion and the Northeast New deal, and the current situation in the Northeast. The public opinion of the Northeast New deal highlights a kind of "Northeast consciousness" which represents the collective mentality and self-awakening of the Northeast.
