【摘要】：抗日戰(zhàn)爭(zhēng)時(shí)期,在黨中央及邊區(qū)政府正確的方針政策的指引下,邊區(qū)在極其惡劣的環(huán)境中,面對(duì)艱難困阻發(fā)展商業(yè),取得了輝煌的成就,并且在保障供給、促進(jìn)工農(nóng)業(yè)發(fā)展及改善人民群眾生活水平中發(fā)揮出自身的重大作用。因此,研究邊區(qū)的商業(yè)發(fā)展,抽象其特點(diǎn)作用,總結(jié)其歷史經(jīng)驗(yàn),具有極其重要價(jià)值和意義。 抗戰(zhàn)時(shí)期陜甘寧邊區(qū)的商業(yè)是在正確的方針政策的基礎(chǔ)上得以發(fā)展的。1942年邊區(qū)高干會(huì)上毛澤東同志提出了“發(fā)展經(jīng)濟(jì),保障供給”的財(cái)政經(jīng)濟(jì)總方針,1941年陳云同志解釋說(shuō)明的“對(duì)外調(diào)劑,對(duì)內(nèi)自由”的商業(yè)貿(mào)易政策,黨中央和邊區(qū)政府根據(jù)邊區(qū)的條件,對(duì)邊區(qū)公營(yíng)商業(yè)、私營(yíng)商業(yè)及合作社商業(yè)應(yīng)時(shí)、應(yīng)地的具體的政策措施,都是邊區(qū)商業(yè)發(fā)展的理論基礎(chǔ)。 抗戰(zhàn)時(shí)期陜甘寧邊區(qū)的公營(yíng)商業(yè)包括政府經(jīng)營(yíng)的和機(jī)關(guān)部隊(duì)學(xué)校經(jīng)營(yíng)的公營(yíng)商業(yè)兩個(gè)部分,經(jīng)歷了初步建立和公營(yíng)商業(yè)體系的形成及發(fā)展兩個(gè)過(guò)程。私營(yíng)商業(yè)的發(fā)展在這一時(shí)期包括邊區(qū)私營(yíng)商業(yè)的恢復(fù)和發(fā)展、皖南事變后邊區(qū)私營(yíng)商業(yè)的發(fā)展及邊區(qū)市鎮(zhèn)的集市貿(mào)易。邊區(qū)合作社商業(yè)的發(fā)展包括邊區(qū)消費(fèi)合作社的初步建立與發(fā)展、皖南事變后消費(fèi)合作社的新發(fā)展以及延安南區(qū)合作社的發(fā)展。 抗戰(zhàn)時(shí)期陜甘寧邊區(qū)的商業(yè)是在特殊的環(huán)境中發(fā)展壯大的,商業(yè)發(fā)展過(guò)程中具有階段性、平衡性、特殊性、模范性、廣泛性和戰(zhàn)時(shí)性的特點(diǎn)。這一時(shí)期邊區(qū)的商業(yè)發(fā)展也有其特殊的作用:打破了敵人的經(jīng)濟(jì)封鎖,保障了邊區(qū)的物資供給;促進(jìn)了農(nóng)業(yè)及工業(yè)的發(fā)展,為邊區(qū)的經(jīng)濟(jì)建設(shè)做出了應(yīng)有的貢獻(xiàn);改善了人民群眾的生活水平;為新中國(guó)培養(yǎng)了一批有用的經(jīng)商人才。 抗戰(zhàn)時(shí)期陜甘寧邊區(qū)商業(yè)發(fā)展的歷史經(jīng)驗(yàn)對(duì)今天的經(jīng)濟(jì)發(fā)展具有借鑒作用�？箲�(zhàn)時(shí)期陜甘寧邊區(qū)商業(yè)發(fā)展的首要前提是制定實(shí)施正確的商業(yè)發(fā)展政策;物質(zhì)基礎(chǔ)是以農(nóng)業(yè)和工業(yè)發(fā)展為基礎(chǔ);思想保證是努力克服經(jīng)營(yíng)商業(yè)中的錯(cuò)誤思想傾向;力量源泉是密切聯(lián)系人民群眾,調(diào)動(dòng)各方面的積極性;關(guān)鍵是自力更生,艱苦奮斗的創(chuàng)業(yè)精神。
[Abstract]:During the War of Resistance against Japan, under the guidance of the correct principles and policies of the Party Central Committee and the government of the Border region, in an extremely harsh environment, faced with difficulties and obstructions in the development of commerce, made brilliant achievements and ensured supply. Promote the development of industry and agriculture and improve the people's living standards play a major role in their own. Therefore, it is of great value and significance to study the commercial development of the border area, abstract its characteristic function and summarize its historical experience. During the War of Resistance against Japan, commerce in the Shensi-Kansu-Ningsia Border region was developed on the basis of correct principles and policies. In 1942, Comrade Mao Zedong proposed "developing the economy," at the Gao Gan meeting of the Border region. The general financial and economic policy of "ensuring supply", the commercial and trade policy of "external readjustment, freedom to the interior" explained by Comrade Chen Yun in 1941, the Party Central Committee and the government of the Border region, in accordance with the conditions of the Border region, provide public commerce to the Border region. The concrete policy measures of private commerce and cooperative commerce are the theoretical basis of the commercial development in the border area. During the Anti-Japanese War, the public commerce in the Shensi-Kansu-Ningsia Border region consisted of two parts: one was the government and the other was the schools of the Organ Army, which experienced two processes: the initial establishment and the formation and development of the public commercial system. The development of private commerce in this period included the restoration and development of private commerce in the border area, the development of private commerce in the border area after the Southern Anhui incident and the market trade in the towns of the border region. The development of the cooperative commerce in the border area includes the initial establishment and development of the consumption cooperative in the border area, the new development of the consumer cooperative after the incident in southern Anhui and the development of the cooperative in the southern region of Yan'an. During the War of Resistance against Japan, the commerce of the Shensi-Kansu-Ningsia Border region developed in a special environment, with the characteristics of stage, balance, particularity, model, extensiveness and wartime in the process of commercial development. In this period, the commercial development of the border region also played a special role: breaking the enemy's economic blockade, ensuring the material supply of the border region, promoting the development of agriculture and industry, and making due contributions to the economic construction of the border region; Improved the living standards of the people and trained a number of useful business people for the new China. The historical experience of commercial development in Shaanxi-Kansu-Ningxia Border region during the War of Resistance against Japan is a reference for today's economic development. During the Anti-Japanese War, the first premise of the commercial development in the Shensi-Kansu-Ningsia Border region was to formulate and implement the correct commercial development policy, the material basis was based on the development of agriculture and industry, the ideological guarantee was to try to overcome the erroneous ideological tendency in the business operation. The source of strength is to keep in close touch with the masses and arouse the enthusiasm of all sides, and the key is the spirit of self-reliance and hard work.
