【摘要】：本文旨在揭示包頭城市管理的轉(zhuǎn)變對(duì)底層人民生活的影響。直到二十世紀(jì)之前,傳統(tǒng)的包頭城市由于缺乏“官方力量”管理,人們可以自由地使用街巷空間,也正是由于政府力量的薄弱,非官方組織——行會(huì)在民眾日常生活中擔(dān)任了重要的角色。進(jìn)入民國之后,包頭市建立了市政管理機(jī)構(gòu)并通過一系列的規(guī)章制度限制底層人民的公共生活,行會(huì)的作用越來越小,人們被迫納入到近代國家市政管理體制中。至抗日戰(zhàn)爭(zhēng)爆發(fā)前夕,底層人民開始逐步失去了原本對(duì)街頭的使用權(quán),包頭也由“自治”開始走向了“官治”。
[Abstract]:The purpose of this paper is to reveal the influence of the change of Baotou city management on the life of the bottom people. Until the 20th century, because of the lack of "official power" in the traditional Baotou city, people were free to use the streets and alleys, and it was because of the weak power of the government. Non-official organizations-guilds play an important role in the daily life of the people. After entering the Republic of China, Baotou city established the municipal administration organization and restricted the public life of the bottom people through a series of rules and regulations. The role of the guild became less and less, and people were forced into the modern state municipal management system. Before the outbreak of the War of Resistance against Japan, the people at the bottom began to lose the right to use the streets, and Baotou began to move from "autonomy" to "government."
