【摘要】：洋務(wù)運動時期的駐外使臣是近代中國較早走向世界的一批知識分子,也是晚清中國探尋東西方富強之道的先行者和開拓者。出使駐外期間,他們作為中外交流的中介,積極購辦軍艦、槍炮、彈藥等武器裝備,雇募外國軍事技術(shù)人員,參與軍事留學生的管理,翻譯并編撰軍事技術(shù)書籍,并通過日記、奏折、函電等形式及時而詳盡地將西方近代軍事技術(shù)的有關(guān)情況傳回國內(nèi),供決策者參考。這些積極作為客觀上促進了晚清軍工企業(yè)的發(fā)展以及新式軍隊訓練的轉(zhuǎn)型,甚至促進了“道器觀”的嬗變。然而,由于洋務(wù)運動時期的社會風氣仍然相當凝滯,傳統(tǒng)思想的桎梏仍然普遍存在,晚清中國引進西方近代軍事技術(shù)的活動缺乏宏觀的考量和完整的規(guī)劃,急功近利,“重器輕技”,也存在著不可避免的歷史局限。
[Abstract]:During the Westernization Movement, the foreign envoys were a group of intellectuals who went to the world earlier in modern China, and they were also pioneers and pioneers in exploring the way of prosperity and strength of the East and the West in the late Qing Dynasty. During their missions abroad, they acted as intermediaries for exchanges between China and foreign countries, actively purchased warships, guns, ammunition and other weapons and equipment, hired foreign military technicians, participated in the management of military students, translated and compiled military technical books, and adopted diaries. In the form of notes, letters and telegrams, the relevant information of modern western military technology is sent back to China in detail, for the reference of decision makers. These positive actions objectively promoted the development of the military enterprises in the late Qing Dynasty and the transformation of the new military training, and even promoted the evolution of the "Taoist view of weapons". However, because the social atmosphere during the Westernization Movement was still rather stagnant and the shackles of traditional thinking were still widespread, the activities of introducing western modern military technology in China in the late Qing Dynasty lacked macroscopic consideration and a complete plan. There are inevitable historical limitations in "heavy equipment and light technology".
