【摘要】：抗戰(zhàn)后期,國民政府得以將新疆納入中央直接管控范圍內(nèi),其宣傳多年的邊疆開發(fā)得到實踐機會。開發(fā)新疆,"交通第一""水利第一"是共識,兼具交通和水利屬性的塔里木河航運工程被水利技術(shù)專家提出。在新疆特殊的政局環(huán)境催化下,國民政府新疆省當局將其納入當務(wù)之急,加以實施。然而該工程并未能成為經(jīng)濟和民生、交通兼具的綜合性水利開發(fā)工程,實際上圍繞解決南糧北運而展開,呈現(xiàn)出應急性和政治性特征,且最終未能完成。由此例可窺見,在復雜的政局背景下,國民政府開發(fā)邊疆的效能極低。
[Abstract]:In the later period of Anti-Japanese War, the National Government was able to bring Xinjiang under the direct control of the central government, and its propaganda for many years of frontier development got practical opportunities. To develop Xinjiang, "traffic first" and "water conservancy first" is a consensus. The Tarim River navigation project, which has both traffic and water conservancy properties, has been put forward by water conservancy technical experts. Under the catalysis of the special political situation in Xinjiang, the Xinjiang provincial authorities of the national government put it into immediate consideration and put it into practice. However, the project has not become a comprehensive water conservancy development project with both economy and people's livelihood. In fact, the comprehensive water conservancy development project with both transportation and transportation is carried out around solving the transportation of grain from the south to the north, showing the characteristics of emergency and politics, and it has not been completed in the end. This example shows that under the complicated political situation, the national government's efficiency in developing the frontier is extremely low.
