【摘要】：正"省友",也稱"省書",屬于地方上下級(jí)行政機(jī)構(gòu)間運(yùn)作的中間群體。作為清代州縣等基層行政機(jī)構(gòu)的代表,"省友"常年駐扎省城,溝通督撫部院、藩臬二司各房書吏,為州縣探聽消息,處理州縣在省城的事務(wù),并為州縣爭(zhēng)取有限的地方資源。"省友"的這些職責(zé),從本質(zhì)上來講,是與清代律例和吏治相違背的,受到清廷的嚴(yán)厲禁革,但他們?cè)谥菘h"公""私"事務(wù)上有著不可或缺
[Abstract]:Provincial friends, also known as "provincial letter", belong to the local upper and lower administrative agencies between the operation of the intermediate group. As representatives of basic administrative organs such as prefectures and counties in the Qing Dynasty, "provincial friends" were stationed in provincial cities all the year round, communicating with governors and governing departments, and officials in charge of various houses and clerks. They listened to news for prefectures and counties, handled state and county affairs in provincial cities, and fought for limited local resources for prefectures and counties. " These duties of "provincial friends", essentially, are contrary to the laws and regulations of the Qing Dynasty and the administration of officials, and are severely prohibited by the Qing Dynasty, but they are indispensable in the "public" and "private" affairs of the states and counties.
