【摘要】：1935年11月國民政府實施法幣改革,以政府銀行所發(fā)行的法幣收換商業(yè)性金融機構的存銀和流通中的現(xiàn)銀,意圖將全國白銀集中上海納入政府金融統(tǒng)制之下。天津華資金融業(yè)擔心白銀南運后華北發(fā)生金融風潮,反對白銀南運,經(jīng)過不斷吁請,最終由另行設立的發(fā)行準備管理委員會天津分會就地保管;天津和華北當局為保持與國民政府交往中的話語權,力圖維持華北金融的相對獨立性,在法幣政策一開始就實施查禁措施阻止白銀南運。天津外商銀行對白銀南運或者就地移交并不在意,只關注能否達到利益最大化。最終經(jīng)過各方博弈,受制于日本策動的"華北獨立運動",南京政府也無力改變,導致數(shù)量眾多的天津存銀脫離南京國民政府的有效監(jiān)管。
[Abstract]:In November 1935, the National Government carried out the reform of the law coin, and exchanged the money issued by the government bank for the deposit of the commercial financial institution and the present silver in circulation, with the intention of bringing the whole country's silver centralized into Shanghai under the government's financial control. The Chinese-funded financial industry in Tianjin was worried about the financial trend in North China after the silver was transported to the south, and opposed the silver to the south. After repeated appeals, the local custody of Tianjin Branch of the separate issuance preparation Management Committee was finally established. The authorities of Tianjin and North China tried to maintain the relative independence of the North China finance in order to maintain the right to speak in the communication with the national government and to implement the interdiction measures to prevent the transportation of silver to the south at the beginning of the law policy. Foreign banks in Tianjin do not care about silver transferring from south to south, but only focus on maximizing the benefits. Finally, after the game between the parties, it was restricted by the "North China Independence Movement" instigated by Japan, and the Nanjing government was unable to change, which led to a large number of Tianjin depository banks breaking away from the effective supervision of the Nanjing National Government.
