【摘要】:作為甲午戰(zhàn)后清朝大辦鐵路的序曲,津蘆鐵路不僅在中國(guó)鐵路史上具有特殊地位,同時(shí)也是清政府推行"實(shí)政改革"的標(biāo)志性一環(huán)。津通之議的無奈流產(chǎn)與津蘆鐵路的迅速立案,不僅能夠充分反映甲午前后清朝改革的不同特色,同時(shí)也能生動(dòng)展現(xiàn)國(guó)人的思想劇變與各派政治勢(shì)力的浮沉。而在津蘆鐵路修筑過程中暴露出的資金、技術(shù)、人才、管理諸問題,以及英、法、美等國(guó)列強(qiáng)的挾勢(shì)干擾,既是近代中國(guó)鐵路修筑過程中一直無法繞開的擋路石,也是困擾甲午戰(zhàn)后清朝諸項(xiàng)改革的普遍癥結(jié)。
[Abstract]:As the prelude to the Qing Dynasty's great railway in the post-war period after the Sino Japanese War, the Jinlu railway not only has a special position in the history of China's railway, but also a symbol of the implementation of the "reform of the real government" by the Qing government. In the course of the construction of the railway, the financial, technical, talent and management problems exposed in the construction of the railway, as well as the interference of the powers of Britain, France and the United States, are not only the barrier stones of the modern Chinese railway construction, but also the difficulties of the Qing Dynasty in the post-war period.
