【摘要】：《外交報》創(chuàng)刊于1902年1月,終刊于1911年1月,是近代中國第一份以研究國際問題和外交為主的報紙。本文以歸納的方法和客觀描述的態(tài)度,揭示其所處歷史時代的特點,當時中外關(guān)系交流的背景,研究其刊載的有關(guān)外交的報道及評論。 由于研究對象是刊載國際關(guān)系的大眾傳播媒介,本文除了使用比較常用的歷史學方法進行寫作之外,也引入了新聞學、外交學、社會學以及相關(guān)文化理論來闡釋和論述具體問題。本文將從四個方面來開展研究。 第一,介紹《外交報》的基本情況。從刊行的歷史和基本內(nèi)容入手展開討論,分析報紙的基本特點、辦報思想和作者群體。 第二,就《外交報》刊載的國家利益保護、西方基督教管理策略、國民外交思想、參加國際公約、同盟外交思想、對“黃禍論”的思考、外交人才培養(yǎng)等熱點問題展開敘述和研究,揭示雜志的民族主義宗旨和特性 第三,研究作為外交專門期刊的《外交報》所具備的大眾傳播媒介的特征要素,它對于清政府外交政策和民眾教育所起的作用。 第四,作為研究對象,《外交報》能夠為當代外交提供的啟示和經(jīng)驗教訓。 本文分為緒論、正文、結(jié)語三個部分對以上問題進行探討。 緒論部分介紹了選題目的和意義、選題的學術(shù)研究狀況,提出了研究方法與研究思路,說明了本文的主要創(chuàng)新點與不足,并對民族主義的概念與特征、要素、影響等問題進行了闡述。 正文部分分為八章。第二章對《外交報》創(chuàng)辦發(fā)行的基本情況進行了介紹,對報紙辦報思想和作者群體進行了研究,旨在說明報刊的民族主義和愛國主義傾向；第三章考察了傳統(tǒng)的排外主義到“文明排外”思想的演變過程,對關(guān)乎中國國際社會地位的不平等條約體系進行的批判,探討了“文明排外”旗號下保護國家利益的思考；第四章論述了國民外交思想的起源、內(nèi)涵以及國民參與改善外交的途徑與方法；第五章探討了本土化視野下基督教管理的對策。文章從中西民教沖突的概況入手,開展理性分析,提出基督教本土化管理的建議和對策,以期改善宗教管理被動的局面；第六章對中國開展同盟外交進行了思考。從國際國內(nèi)形勢分析入手,分析了同盟外交策略的利弊,建議清政府開展中美同盟外交；第七章論述了東西方?jīng)_突中的“黃禍論”產(chǎn)生的背景和影響,并對此予以駁斥和反思；第八章梳理了甲午戰(zhàn)爭前外交人才培養(yǎng)任用的情況,批判了不足和負面作用,進而探討了近代化模式下的外交人才培養(yǎng)模式；第九章介紹了《外交報》介紹和宣傳國際法的情況,分析了國際法引入的特點。 結(jié)語部分分析了《外交報》作為外交類專業(yè)媒介的特點,以及對外交近代化進程所起到的作用,肯定其重要歷史地位和作用。
[Abstract]:The diplomatic Journal was founded in January 1902 and finally published in January 1911. It is the first modern Chinese newspaper to study international issues and diplomacy. This paper reveals the characteristics of the historical era, the background of the Sino-foreign relations exchange at that time, and studies the reports and comments on diplomacy published by the author by means of the inductive method and the attitude of objective description. Since the object of study is the mass media that publish international relations, this paper, in addition to using more commonly used historical methods for writing, also introduces journalism and diplomacy. Sociology and related cultural theories to explain and discuss specific issues. This article will carry out the research from four aspects. First, introduce the basic situation of the Foreign Affairs News. This paper discusses the history and basic contents of the publication, analyzes the basic characteristics of the newspaper, the thought of running the newspaper and the group of authors. Second, thinking about the protection of national interests, the Western Christian management strategy, the thought of national diplomacy, participation in international conventions, the thought of alliance diplomacy, and the theory of "yellow peril" as published in the Foreign Affairs News. The hot issues, such as the cultivation of diplomatic talents, are described and studied to reveal the nationalist purposes and characteristics of the magazine. Thirdly, it studies the characteristic elements of the mass media, which is the special foreign affairs periodical, and its effect on the foreign policy and public education of the Qing government. Fourth, as the object of study, the diplomatic Journal can provide enlightenment and lessons for contemporary diplomacy. This article is divided into the introduction, the text, the conclusion three parts to carry on the discussion to the above question. The introduction part introduces the purpose and significance of the topic, the status of academic research on the topic, puts forward the research methods and research ideas, explains the main innovative points and shortcomings of this paper, and discusses the concept and characteristics of nationalism, the elements. The influence and other problems are expounded. The text is divided into eight chapters. The second chapter introduces the basic situation of the establishment and distribution of the Foreign Affairs newspaper, and studies the thought and the author group of the newspaper in order to explain the nationalist and patriotic tendency of the newspaper. The third chapter examines the evolution process from the traditional exclusionism to the idea of "civilization exclusion", criticizes the unequal treaty system related to the status of China's international society, and probes into the thinking of protecting the national interests under the banner of "civilized exclusion of foreigners". The fourth chapter discusses the origin and connotation of national diplomacy and the ways and methods of national participation in improving diplomacy, and the fifth chapter discusses the countermeasures of Christian management from the perspective of localization. This paper starts with the general situation of the conflict between Chinese and Western people's and religions, carries out rational analysis, and puts forward some suggestions and countermeasures for the local management of Christianity in order to improve the passive situation of religious management. The sixth chapter gives some thoughts on the development of China's alliance diplomacy. Starting with the analysis of the international and domestic situation, this paper analyzes the advantages and disadvantages of the alliance diplomacy, and suggests that the Qing government should carry out the alliance diplomacy between China and the United States, the seventh chapter discusses the background and influence of the "Yellow disaster Theory" in the East-West conflict, and refutes and reflects on it. The eighth chapter combs the situation of cultivating and appointing diplomatic talents before the Sino-Japanese War, criticizes the deficiency and the negative effect, and then probes into the diplomatic talent training mode under the modern mode. Chapter 9 introduces and propagandizes international law and analyzes the characteristics of international law. The conclusion part analyzes the characteristics of the diplomatic newspaper as a professional medium of diplomacy and its role in the process of diplomatic modernization and affirms its important historical position and role.
