【摘要】：甲午戰(zhàn)后,清政府始終以重建海軍為念。光緒末年,清政府雖然提出了規(guī)復(fù)海軍,并制定了初步的計(jì)劃,但由于財(cái)政困難,缺乏興辦的決心,并未落實(shí)。載灃攝政后,毅然決定興復(fù)海軍。在載灃的支持、推動(dòng)下,清政府明確了海軍復(fù)興目標(biāo),制定了復(fù)興計(jì)劃,籌措了巨額資金,初步建立了近代化的海軍制度,建立了巡洋和巡江兩支艦隊(duì),開(kāi)建了象山軍港,與美國(guó)貝里咸鋼鐵公司訂立興辦海軍的借款合同。載灃執(zhí)政時(shí)期,清王朝的海軍重建已開(kāi)始步入軌道,假以時(shí)日,興復(fù)有望。不過(guò),歷史不再留給清王朝和載灃機(jī)會(huì)。
[Abstract]:After the war of 1894, the Qing government was always reconstructing the Navy. In the last year of the Emperor Guangxu, the Qing government, despite the financial difficulties and the lack of determination, was not implemented. The Qing government decided to revive the Navy after the Regency of the Feng Feng. The rejuvenation plan, raising a huge amount of funds, initially established the modern navy system, established two fleet of patrol and cruise ships, built the Xiangshan military port, and concluded the loan contract with the United States Berri salted Steel Corp. During the period of Zang Feng's ruling, the reconstruction of the Qing Dynasty has begun to enter the orbit. History is no longer left to the Qing Dynasty and the opportunity for Zai Feng.
