【摘要】： 在新中國建立后國民經(jīng)濟恢復(fù)這樣一個百廢待的時期,廣西人民在黨和政府的正確領(lǐng)導(dǎo)下以極大的熱情投入到經(jīng)濟建設(shè)中來。但自然災(zāi)害并沒有因新政權(quán)的確立而停止它們的肆虐,廣西廣大人民群眾在人民政府的領(lǐng)導(dǎo)下,與各種自然災(zāi)害進行了英勇的抗?fàn)帯Ｓ捎趯υ摃r段救災(zāi)治荒工作的研究目前還處于空白,筆者通過深入考察該時期廣西救災(zāi)治荒工作的開展,總結(jié)出人民群眾在與災(zāi)害抗?fàn)幹行纬傻臍v史經(jīng)驗和教訓(xùn),從而也為社會主義新農(nóng)村建設(shè)以及社會主義和諧社會的構(gòu)建提供有益的探索。 本文先通過對建國前后廣西自然災(zāi)害進行比照,認(rèn)為在建國初期自然因素仍是導(dǎo)致災(zāi)害的直接原因,自然災(zāi)害的危害依舊是非常嚴(yán)重的,且類型多、分布廣、頻率高,其中尤以水災(zāi)、旱災(zāi)和蟲災(zāi)為最,還常常出現(xiàn)幾種災(zāi)害同步迭加、連續(xù)重復(fù)發(fā)生的情況,另外,社會因素使災(zāi)害的危害程度加劇。 戰(zhàn)勝災(zāi)害、發(fā)展生產(chǎn)便成了廣西人民政府及人民大眾必須攻克的堡壘。廣西人民政府為了取得救災(zāi)治荒工作的勝利,積極組織各級政府投入到生產(chǎn)救災(zāi)中去,從省府到地方都建立了生產(chǎn)自救委員會,并把“不餓死人”作為救災(zāi)治荒工作的方針,把人民的利益放在救災(zāi)工作的首位。 自然災(zāi)害往往會奪去人民群眾的糧食、財物甚至生命,對災(zāi)民進行緊急賑濟就凸現(xiàn)得極為重要。然而,自然災(zāi)害給災(zāi)區(qū)人民帶來巨大困難,僅僅依靠政府緊急救濟是不夠的,必須依靠群眾、依靠集體,動員全民節(jié)約,群眾互助互濟,共同度過災(zāi)荒。同時,為保障災(zāi)區(qū)人民的身體健康,人民政府及時組織醫(yī)療衛(wèi)生隊伍奔赴重災(zāi)區(qū)特別是發(fā)生水災(zāi)地區(qū)進行傳染病的防治工作。 廣西人民政府把“生產(chǎn)自救,節(jié)約互助度荒,輔之以政府扶助”確定為整個生產(chǎn)救災(zāi)工作的主要指導(dǎo)方針。提出發(fā)展生產(chǎn)是救災(zāi)的中心工作,幫助災(zāi)民解決在發(fā)展農(nóng)、副業(yè)生產(chǎn)中的難題,在農(nóng)村里開放自由借貸,提升災(zāi)區(qū)人民生產(chǎn)自救的能力。并及時地修復(fù)或興修水利,開展以工代賑。 廣西救災(zāi)治荒工作呈現(xiàn)出明顯的特點:各級人民政府承擔(dān)起組織救災(zāi)的任務(wù),成為救災(zāi)的組織者和指揮者,在救災(zāi)中發(fā)揮著核心作用;結(jié)合各項社會改革,積極發(fā)動人民大眾進行群眾性的生產(chǎn)救災(zāi)運動;在救災(zāi)中堅持以發(fā)展生產(chǎn)為核心的“生產(chǎn)自救,節(jié)約互助度荒,鼓勵自由借貸”的方針,促使社會生產(chǎn)能盡快恢復(fù)正常;努力幫助災(zāi)民克服災(zāi)民意識,在物質(zhì)救災(zāi)的同時加強精神救災(zāi)。 建國初期廣西省的治荒救災(zāi)工作總體上是卓有成效的,它對于救助災(zāi)民的生活困難,穩(wěn)定災(zāi)區(qū)社會秩序,恢復(fù)災(zāi)區(qū)生產(chǎn)以及國民經(jīng)濟的恢復(fù)均發(fā)揮了重要作用。災(zāi)荒的不斷發(fā)生,在今后相當(dāng)時期內(nèi)是不能完全避免的,本文通過對建國初期廣西治荒救災(zāi)工作的研究,總結(jié)同自然災(zāi)害做斗爭的歷史經(jīng)驗和教訓(xùn),希冀對于增強防災(zāi)意識,防災(zāi)患于未然,為經(jīng)濟建設(shè)提供良好的社會環(huán)境,提供積極有益的借鑒。
[Abstract]:In the period of the restoration of the national economy after the establishment of the new China , the people of Guangxi have put great enthusiasm into the economic construction under the correct leadership of the Party and the government . However , the natural disasters have not stopped them under the leadership of the new regime , and the masses of the masses of Guangxi have made heroic struggle against various natural disasters under the leadership of the people ' s government .



In this paper , by comparing the natural disasters in Guangxi before and after the founding of the People ' s Republic of China , the natural factors in the early period of the founding of the People ' s Republic of China are still the direct cause of the disasters . The harm of natural disasters is still very serious , and the types are many , the distribution is wide and the frequency is high , especially the flood , drought and insect disaster are the most , and several kinds of disasters are frequently repeated and repeated , and the harm degree of the disasters is aggravated by the social factors .



In order to win the work of disaster relief , the people ' s government of Guangxi has actively organized all levels of government into production and disaster relief , established production self - rescue committees from provincial capitals to local governments , and put the people ' s interests at the top of the disaster relief work .



Natural disasters often take away the food , property and even life of the people , which is of great importance to the disaster victims . However , natural disasters bring enormous difficulties to the people of the affected areas . However , it is not enough to rely on the government ' s emergency relief , so as to help protect the health of the people in the affected areas , the people ' s government should organize the medical and health teams to go to the disaster areas in a timely manner to prevent and control infectious diseases in flood areas .



The people ' s government of Guangxi has set up the main guidelines for the whole production and disaster relief work by taking the " production self - rescue , saving mutual aid and shortage of mutual aid " as the main guideline for the whole production and relief work . The development and production is the central task of the disaster relief . It helps the victims to solve the problems in the development of agriculture and sideline production , open free loans in the countryside , and improve the people ' s ability to produce self - rescue in the affected areas .



In the disaster relief , people ' s governments at all levels undertake the task of organizing disaster relief , become the organizer and commander of the disaster relief , play a central role in disaster relief , and actively launch mass production and disaster relief movement of the people ' s masses in combination with various social reforms .



In the beginning of the founding of the People ' s Republic of China , the disaster relief work in Guangxi has been fruitful . It has played an important role in the relief of the life of the affected people , stabilizing the social order in the affected areas , restoring the production of the affected areas and the restoration of the national economy .
