【摘要】：抗日戰(zhàn)爭期間,國民政府公務(wù)員傷亡慘重,需要撫恤的罹難人數(shù)眾多,但是實(shí)際受恤人數(shù)卻低于戰(zhàn)前,主要原因是戰(zhàn)爭條件下核恤困難,請(qǐng)恤過程繁瑣,導(dǎo)致一部分受恤人得不到恤金;再加之通貨膨脹引起的恤金貶值,難以發(fā)揮最基本的生存保障作用,一部分受恤人放棄請(qǐng)恤。國民政府先后出臺(tái)一系列措施來補(bǔ)救,雖然實(shí)際效果難言滿意,但是在這種極端條件下的努力與爭取,仍然有其積極意義。
[Abstract]:During the War of Resistance against Japan, civil servants of the National Government suffered heavy casualties, and the number of people who died in need of compensation was numerous, but the actual number of victims was lower than that before the war. The main reason was that it was difficult to obtain compensation under the conditions of war, and the process of asking for compensation was cumbersome.As a result, some of the pensioners do not receive a pension; together with the depreciation of the pension caused by inflation, it is difficult to play the most basic survival security role, and some of the pensioners give up the claim.The national government has introduced a series of measures to remedy it. Although the actual effect is not satisfactory, the efforts and efforts under this extreme condition still have its positive significance.
