【摘要】：清末萊陽民變是指宣統(tǒng)二年(1910年)發(fā)生在山東省登州府萊陽縣的一次鄉(xiāng)民反對地方官員和部分士紳的大規(guī)模斗爭。萊陽民變的爆發(fā),是由當(dāng)?shù)亻L時間存在的紳、民之間的矛盾所引發(fā),而在此期間,包括山東巡撫在內(nèi)的當(dāng)?shù)毓俑?未能合理利用士紳、民眾兩大階層對其的信任,一誤再誤,不僅激化了當(dāng)?shù)丶�、民之間的矛盾,引發(fā)大規(guī)模民眾斗爭,同時逐漸失去了兩大階層的信任。 清朝中央政府也未能正確處理萊陽民變所引發(fā)的官府公信危機(jī),反而因?yàn)槠涮幚矸绞降腻e誤,引發(fā)輿論界對其行為的抨擊和不滿,從而導(dǎo)致地方官府的公信危機(jī)最終演變?yōu)檎麄�清政府的公信危機(jī)。 本文主體由四章構(gòu)成,分別通過對“紳、民”互仇背景下的萊陽官府、官府公信的喪失與萊陽民變的激化、輿論對萊陽民變的關(guān)注、官府善后政策的失信的論述,從萊陽當(dāng)?shù)厥考潯⒚癖?當(dāng)?shù)毓俑�、輿論界、清朝中央政府等各角度入�?探討萊陽民變期間及結(jié)束后,所引發(fā)的清朝政府的公信力的變化。 在結(jié)語部分,筆者主要簡單概括回顧本文所涉及到的問題,并對清朝政府公信危機(jī)所造成的影響作出簡單的概括。
[Abstract]:Laiyang people's uprising in late Qing Dynasty refers to a large-scale struggle between local officials and some gentry, which occurred in Laiyang County, Dengzhou Capital, Shandong Province in 1910.The outbreak of the uprising in Laiyang was caused by the contradictions between the gentry and the people that had existed for a long time. During this period, the local authorities, including the governor of Shandong, failed to make reasonable use of the trust of the gentry and the two great strata of the people, and again and again by mistake.It not only intensified the contradiction between the local gentry and the people, but also caused the mass struggle, and gradually lost the trust of the two classes.The central government of the Qing Dynasty also failed to correctly deal with the crisis of official trust caused by the Laiyang people's uprising. On the contrary, it caused criticism and dissatisfaction from the public opinion about its behavior because of its wrong way of handling.As a result, the public trust crisis of the local government finally evolved into the public trust crisis of the whole Qing government.The main body of this paper is composed of four chapters, respectively through the discussion of the Laiyang government, the loss of official trust and the intensification of the Laiyang people's uprising under the background of mutual hatred between the gentry and the people, the concern of public opinion to the Laiyang people's uprising, and the discredit of the government's policy of dealing with the aftermath of the government.From the angles of local gentry, populace, local government, public opinion and the central government of Qing Dynasty, this paper discusses the changes of the credibility of the Qing government during and after the civil revolt in Laiyang.In the conclusion part, the author briefly reviews the problems involved in this paper, and makes a brief summary of the impact caused by the Qing Dynasty government's public trust crisis.
