【摘要】：旗民生計(jì)問題一直是史學(xué)界研究的熱點(diǎn)，相關(guān)的論著很多，但是史學(xué)界研究旗民生計(jì)問題一直集中在清朝中前期。近年來，清末民初的旗民生計(jì)問題開始引起學(xué)者的關(guān)注。本文以清末民初奉天旗民生計(jì)問題研究為題，主要討論了清末民初旗民生計(jì)的惡化，籌劃旗民生計(jì)的措施以及對(duì)旗民生存方式的影響等。 本文由三部分組成，主要內(nèi)容如下： 第一部分題為“清代奉天旗民生計(jì)問題”。探討了清代的“八旗生計(jì)”問題產(chǎn)生的時(shí)間、原因以及清朝前期統(tǒng)治者為解決八旗的生計(jì)問題采取的應(yīng)對(duì)措施，使了解困擾有清一代的“八旗生計(jì)”問題。并詳細(xì)介紹了奉天八旗生計(jì)問題產(chǎn)生的原因與旗人生存狀況，以及近代以來旗民生存狀況的不斷惡化。 第二部分題為“清末奉天旗民生計(jì)問題籌劃的舉措”。主要討論了清末民初奉天旗制改革與籌劃旗民生計(jì)的專門機(jī)構(gòu)奉天旗務(wù)處的創(chuàng)辦情況，以及清末民初奉天籌劃旗民生計(jì)的各項(xiàng)措施，包括創(chuàng)辦奉天八旗工廠，奉天八旗女工傳習(xí)所，普及新式旗民教育，遷旗屯墾等，以及旗民為籌生計(jì)的自救行為。 第三部分題為“清末奉天旗民生計(jì)問題籌劃的得與失”。探討了清末民初奉天籌劃旗民生計(jì)問題存在的問題，包括政策的不穩(wěn)定性和財(cái)政的支絀、旗制弊端、旗民自身的“寄生性”。更主要的是探討了籌劃旗民生計(jì)的措施對(duì)旗民的積極影響，即旗民生存方式的轉(zhuǎn)化，包括職業(yè)選擇的多元化、教育體系和內(nèi)容的變化以及婚姻觀念的轉(zhuǎn)變。
[Abstract]:The issue of the livelihood of the flag people has always been a hot topic in the field of historiography, and there are many related works. However, the study of the livelihood of the people in the field of history has been concentrated in the early Qing Dynasty. In recent years, At the end of the Qing Dynasty and the beginning of the Republic of China, the problem of the livelihood of the flag people began to attract the attention of scholars. This paper mainly discusses the deterioration of the livelihood of the flag people in the late Qing Dynasty and the early Republic of China. Planning the livelihood of the flag people and the impact on the flag people's way of life. This paper consists of three parts, the main contents are as follows:. The first part is entitled "the livelihood of the people of Fengtian Banner in Qing Dynasty". It discusses the time when the "livelihood of the eight banners" came into being in Qing Dynasty, the reasons and the measures taken by the rulers in the early Qing Dynasty to solve the livelihood problem of the eight banners. It also introduces in detail the causes of the livelihood of the eight banners in Fengtian and their living conditions, as well as the deterioration of the living conditions of the banners since modern times. The second part is entitled "the plan of the livelihood of Fengtian people in the late Qing Dynasty". It mainly discusses the establishment of the Fengtian Flag Affairs Office, a special organization specialized in the reform of the Fengtian flag system and the planning of the livelihood of the people in the late Qing Dynasty and the early Republic of China. And the measures of planning the livelihood of the flag people in the late Qing Dynasty and early Republic of China, including the establishment of the Fengtian eight Banner Factory, the Fengtian eight Banner School for female Workers, the popularization of new-style flag education, the relocation of the flag and the cultivation of the land, and the self-saving behavior of the flag people for their livelihood. The third part is entitled "the gain and loss of the livelihood planning of Fengtian people in the late Qing Dynasty and the early days of the Republic of China". It discusses the problems existing in the planning of the livelihood of the flag people in the late Qing Dynasty and the beginning of the Republic of China, including the instability of policy and the shortage of finance, and the malpractice of flag system. The "parasitism" of the flag people themselves. More importantly, it discusses the positive impact of the measures of planning the flag people's livelihood on the flag people, that is, the transformation of the flag people's way of life, including the diversification of their career choices. Changes in the educational system and content, as well as changes in the concept of marriage.
