【摘要】：吳贊誠是晚清時期廬江地區(qū)涌現(xiàn)的一位很有作為的地方大員，從任職知縣開始到后來的署理福建巡撫為止，一直都勤勉任事，親力親為，以至于最終因勞累過度，身染劇病而終。本文以現(xiàn)有的史料為依據(jù)，以時間為脈絡(luò)，對吳贊誠長達三十多年的軍政生涯進行剖析和研究，以求探討吳贊誠在晚清時期的歷史貢獻，文章擬分為三個部分： 第一部分，任職廣東和督辦天津機器局（1851-1876）。1851年吳贊誠以朝考第一的成績分發(fā)到廣東永安任職知縣。任職期間，他勤于政事，清廉為官，政績卓著，獲得當?shù)匕傩蘸蜕纤镜恼J可，累遷德慶州知州、虎門同知、惠潮嘉道，引起了李鴻章對他的關(guān)注。1872年，他被李鴻章奏調(diào)到天津機器局，協(xié)助李鴻章督辦機器局。任職期間，他認真督辦機器局各項事務(wù)，為天津機器局規(guī)模的擴大做出不少的努力，獲得李鴻章的賞識和清政府的提拔。 第二部分，任職福建船政大臣時期（1876-1878）。主政福建船政期間，吳贊誠兢兢業(yè)業(yè)的為福建船政出力，對福建船政有守業(yè)之功。他首先是繼續(xù)強化福建船政的管理體系，，不斷的保舉優(yōu)秀人才，革退瀆職官員，優(yōu)待出力工匠；其次，全力籌措福建船政的生產(chǎn)經(jīng)費；再次，支持學生出洋留學計劃，并且親自參與制定了學生的出國留學章程；第四，引進先進的西方科學技術(shù)和生產(chǎn)激起，制造新式的鐵肋戰(zhàn)船；最后，加強訓練水師官兵的訓練，支持海防建設(shè)和長江的防務(wù)。 第三部分，福建期間的兩次巡臺（1877-1878）。兩次巡臺期間，吳贊誠深入臺灣后山腹地，密切了臺灣與大陸的聯(lián)系，為劉銘傳后來在臺灣的建設(shè)打下了基礎(chǔ)。他的主要作為有：首先是堅持丁日昌的開山撫番政策，親自探查后山一帶的地理民情，開辟道路，安撫當?shù)氐耐练黄浯�，親自督率軍隊平定臺灣番社的叛亂，維護臺灣內(nèi)部的穩(wěn)定；再次,劃定番漢土地界限，努力化解番漢之間已經(jīng)存在的矛盾；第四，鞏固臺灣的防務(wù)，加強臺灣駐軍的戰(zhàn)斗力。
[Abstract]:Wu Zan-cheng was a promising local official who emerged in the Lujiang area in the late Qing Dynasty. From the beginning of his appointment in the county to the acting Fujian governor, Wu Zan-cheng worked diligently and personally, so that he eventually became overworked. Based on the existing historical data and time as the context, this paper analyzes and studies Wu Zan-shing 's military and political career for more than 30 years in order to explore Wu's historical contribution in the late Qing Dynasty. The article is divided into three parts:. In the first part, he served in Guangdong and supervising the Tianjin Machinery Bureau. In 1851, Wu Zancheng was distributed to Yongan County in Guangdong Province as the first in the exam. During his tenure, he was diligent in government affairs, clean as an official, with outstanding achievements, and was recognized by the local people and his superiors. In 1872, he was transferred to the Tianjin Machine Bureau by Li Hongzhang to assist Li Hongzhang in supervising the Machine Bureau. During his tenure, he carefully supervised the affairs of the Machine Bureau. Tianjin Machine Bureau for the expansion of a lot of efforts, Li Hongzhang's appreciation and promotion of the Qing government. In the second part, during his tenure as Minister of Marine Affairs of Fujian Province, 1876 ~ 1878, Wu Zan-cheng worked hard for Fujian's shipping administration and contributed to Fujian's shipbuilding administration. First of all, he continued to strengthen the management system of Fujian's shipping administration. Constantly protecting outstanding talents, resigning dereliction of duty officials, giving preferential treatment to skilled craftsmen; secondly, making full efforts to raise funds for the production of Fujian shipowners; thirdly, supporting students' plans to study abroad and personally participating in formulating the articles of association for students to study abroad; fourth, The introduction of advanced western science and technology and production stimulated the construction of new iron ribbed warships. Finally, the training of officers and soldiers of the naval divisions was strengthened to support the construction of coastal defense and the defense of the Yangtze River. The third part is about the two rounds of Taiwan during Fujian. During the two tours, Wu Zan-cheng went deep into the hinterland of Taiwan and close ties between Taiwan and the mainland. He laid the foundation for Liu Mingchuan's later construction in Taiwan. His main tasks were: first, to adhere to Ding Richang's policy of opening mountains and caressing people, to personally explore the geographical conditions of the Houshan area, to open up roads, and to appease the local Tufan; and secondly, He personally led the army to calm the rebellion of Taiwan's foreign communes and to safeguard Taiwan's internal stability; once again, to draw the boundaries of the land of the people's Republic of China and try to resolve the existing contradictions between the two countries; and fourth, to consolidate Taiwan's defense and strengthen the combat effectiveness of the Taiwan garrison.
